Salary Range: $103,000 (DOQ) per year; earned and paid on a bi-weekly basis

Description of Work/Duties:
Planning, organizing and directing the design and construction of capital improvements; ensuring compliance with land development policies, rules and regulations; coordinating work with other agencies and departments; maintaining records and files; preparing reports.
Recruits and selects division personnel; coaches, counsels and disciplines staff; conducts performance evaluations; assigns, directs, trains and inspects the work of division staff.
Oversees development of division budget and capital improvement program; monitors expenditures.
Oversees the preparation and maintenance of engineering records and files; prepares reports.
Oversees and manages major capital improvement projects.
Prepares Requests for Proposals for engineering, surveying and architectural services; reviews proposals received, and rewards or makes recommendation for award to Council.
Administers construction and consultant contracts; approves/disapproves payments and change orders.
Oversees the development and design of capital and maintenance projects.
Provides plan review of proposed developments to ensure compliance with City specifications.
Provides engineering assistance to other departments as needed.
Performs related tasks as required.
Knowledge, Skills and Abilities: Thorough knowledge of the theory, principles and practices of civil engineering as applied to the development and construction of public works projects; thorough knowledge in reading and interpreting internal and external design drawings and specifications; comprehensive knowledge in preparing, various documents, correspondence and technical reports thorough knowledge in the use of standard office equipment and software; thorough knowledge in preparing budgets; general knowledge in the use of standard accounting software; some knowledge in the use of AutoCAD and ArcGIS software; ability to communicate ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply government accounting practices in maintenance of financial records; ability to establish and maintain effective working relationships with City officials, associates, contractors and the general public.
Minimum Training & Experience: Any combination of education and experience equivalent to graduation from an accredited college or university with major coursework in civil engineering, or related field and extensive experience in professional civil engineering work including some supervisory experience. Possession of a valid North Carolina driver’s license upon hire. Registration as a Professional Engineer in the State of North Carolina upon hire. Must meet and maintain all certification, license and training requirements for position.
