Overview:

The National Network of Public Health Institutes (NNPHI) is an active network comprised of over forty-member public health institutes and ten regional public health training centers spanning all ten Health and Human Services regions. Public health institutes are nonprofit organizations that improve the public’s health by fostering innovation, leveraging resources, and building partnerships across sectors, including government agencies, communities, the health care delivery system, media, and academia. NNPHI and its member institutes work together to implement public health policy and program initiatives throughout all 50 states. NNPHI offices are located in New Orleans and Washington, DC.

The NNPHI mission is to support national public health system initiatives and strengthen public health institutes to promote multi-sector activities resulting in measurable improvements of public health structures, systems, and outcomes. Position Summary:

Under the supervision of the VP of Finance, the Human Resources Manager will play an essential role in supporting the organizational culture and driving NNPHI’s efforts to continuously improve many facets of our organization with an eye toward our most important asset, our employees. The HR Manager will be responsible for managing all human resources activities within the organization while remaining in compliance with state, federal, and local regulations.

The HR Manager will assist in the development of policies and procedures and directs and coordinates all aspects of the human resources department including but not limited to employee relations, compensation, training and development, talent acquisition and management, performance management, compliance, and benefits administration. Ideal candidates will be detail- and people-oriented, enthusiastic, friendly, and approachable with the ability to guide the organization through recruiting, developing, and retaining a skilled, diverse, equitable, and inclusive workforce.

Location

NNPHI maintains offices in Washington, DC and New Orleans, Louisiana. Additional staff, consultants, members, and partners support NNPHI’s mission from Atlanta, GA and several locations throughout the United States. Due to the COVID-19 pandemic, this position will

commence remotely. Post-pandemic, NNPHI requires this position to be based in either Atlanta, New Orleans or Washington, DC. Applicants should indicate preference in cover letter.

Primary Responsibilities:

• Oversee, refine, and execute employee standards and procedures, using and improving HR existing and recommended systems and processes.
• Maintain and enhance employee benefits programs, including compensation, health insurance, expenses, vacation, and other personnel packages.
• Assist with recruitment efforts and prepare employees for assignments by establishing and conducting orientation and general system training.
• Ensure legal compliance by monitoring and implementing applicable HR federal and state requirements, conducting investigations, and maintaining records.
• Identify and recommend areas of improvement to internal standard operating procedures, including team restructuring and morale.
• Support departments in the development and delivery of strategic HR plans to fit with the overall business direction.
• Plan, monitor, and appraise HR activities by scheduling management conferences with employees, hearing and resolving employee grievances, training managers to coach and discipline employees, and counseling employees and supervisors.
• Champion the onboarding process, ensuring the process is up to date and of high quality, providing clarity and connection for all employees and their role in relation to the overall vision.
• Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures.
• Build strong relationships with external vendors, fostering trust and promoting collaboration.
• Handle confidential matters with discretion.

Qualifications:

• Bachelor’s degree in Human Resources, or closely related field required.
• PHR/SPHR or SHRM-CP SHRM-SCP HR certification preferred.
• 5 years of relevant human resources management experience in progressively challenging positions, preferably in a non-profit environment.
• A deep and demonstrated commitment to building diversity, equity, and inclusion in HR practices.
• Strong verbal and written communication skills, including outstanding grammar, excellent proofreading skills, and exceptional ability to write business correspondence.
• Outstanding facilitation, interpersonal, communication/presentation, and coaching skills.
• Excellent organizational skills, ability to be flexible and multi-task with demonstrated resourcefulness in setting priorities.
• Experience managing HR in multiple states a plus
• Advanced knowledge of Microsoft Office Suite required with experience managing Human Resources Information Systems, preferably Paylocity
