Plan and direct federal and state Equal Opportunity (EO) activities to ensure the equitable delivery of PennDOT programs, services, and activities to both internal and external customers, vendors, and funding recipients and sub-recipients.
As an Equal Opportunity Manager 2 for the Department of Transportation, you will plan and direct federal and state Equal Opportunity (EO) activities to ensure the equitable delivery of PennDOT programs, services, and activities to both internal and external customers, vendors, and funding recipients and sub-recipients.
Other duties include:
Direct the development and administration of the Department’s state/federal programs. Direct the development and presentation of equal opportunity curriculum to be delivered to internal and external customers, contractors/vendors, planning partners (MPOs/RPOs), transit and aviation grantees, and funding recipients/sub-recipients to ensure the equitable delivery of their respective programs, services, and activities. Provide guidance and technical support to the above entities to ensure compliance with applicable mandates.
Provide support to the Chair in the effective administration of the PA Unified Certification Program (one-stop shopping for DBE certification in the state of Pennsylvania). Acts the voting member for the Department on the PAUCP Oversight Committee and Certification Appeals Committee. Approves/disapproves applications for DBE certification submitted to the Department (a certifying member of the PA Unified Certification Program). Approves/disapproves recommendations made by the Department’s Interdisciplinary Review Team in the evaluation of construction contractors’ good faith effort submissions. Directs the development and oversight of the Department DBE and OJT Supportive Services programs and provides the necessary support to ensure the objectives of the programs are met. And any other Federal Civil Rights grant funding provided to the Department for stakeholder use.
Directs the preparation, allocation, disbursement, and reconciliation of the Bureau’s budget and re-budget. Develops the Bureau’s Annual Business Plan. Participates in local and national Civil Rights seminars, conferences, and trade shows for the purpose of training and education, benchmarking, and examination of EO best practices. Serves as the Department’s representative on the American Association of State Highway Transportation Officials, Civil Rights Sub-committee. Provides guidance to Department executives, managers, and supervisors regarding equal opportunity policies and programs administered by the Department. Develops Civil Rights initiatives and serves on internal, inter-agency and external committees to represent the Department, as project manager and member to provide EO guidance Department Special Projects.
