JOB DESCRIPTION:

HR Assistant – Class B Secretary
Under the direction of the HR Generalist and Assistant Superintendent of Human Capital and Talent Dev., performs professional level administrative staff work of moderate difficulty which is performed independently and requires initiative, the development of an in-depth understanding of specialized areas of the work, and an advanced level of computer technology skill; may act and make decisions on behalf of the administrator in accordance with instructions, precedent, established policies and procedures, and the application of good judgment; plans and organizes schedules and calendar activities and workflow and communication for a complex division; interprets and applies knowledge of hr policies, rules, regulations and procedures, programs and organization to a wide range of situations and issues; and to do other related work as directed. In addition, incumbents are expected to compose difficult correspondence and statistical and narrative reports for approval, make decisions in scheduling the time of the administrator, to screen work submitted to the office for conformity with policy, regulation and procedure.

RESPONSIBILITIES (may include but are not limited to):

• Answers frequently asked questions from applicants and employees relative to standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate senior-level HR staff or management.

• If required or assigned, schedules all appointments, interviews, conferences, meetings and other activities for the administrator and maintains calendar for the administrator.

• Maintains the integrity and confidentiality of human resource files and records.

• ***MUNIS system experience***

• Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
• Conducts or assists with new hire orientation.
• Develop, post and distribute internal job postings; develop newspaper and other electronic/website job vacancy advertisements.
• Maintains online employee application system (AppliTrack) for both certified and non-certified applicants, including development, posting and updating external vacancies; print applications received; schedule interviews; communicate to candidate(s) interview information; prepare hiring letter and packet for new employees; file information.

• Interacts with CT Department of Education Teacher Certification system as necessary and prepares and submits reports as necessary

• Answers HR-related telephone calls, takes messages, directs callers, and answers procedural questions based on knowledge of Board of Education/District policies and regulations.

• Maintains accurate and up-to-date human resource files, records, and documentation.
• Performs experienced clerical, technical, and administrative duties, including special projects, data entry, recordkeeping, research, and processing documents; performs duties in accordance with Board of Education/District policies and procedures and within scope of authority; duties may vary according to job assignment and work skills.

• Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.

• Monitors staff absences/attendance in ESS, as required.
• Sets up personnel records in MUNIS, as required

• Coordinates and organizes operational workflow; exercises initiative and independent good judgment in performing duties; applies good judgment to resolve problems, analyze data, and make decisions; tracks HR issues, and assures the effective communication of operational information.

• Supports the relationship between the Board of Education/District and the general public by demonstrating courteous and cooperative behavior when interacting with employees, visitors, and the community.

• Maintains absolute confidentiality of work-related issues, client records, and District information.
• Follows compliance rules governing child abuse.
• Perform other duties and responsibilities as may be assigned by the HR Generalist or Assistant

Superintendent of Human Capital and Talent Dev.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

Successful candidates must have a High School Diploma (bachelor’s degree preferred) AND three years of progressively responsible office administrative work and computer experience preferably in Human Resources;
OR the equivalent combination of education and experience. Candidates must have strong communication skills. Candidates must be familiar with database systems and common HR applications. Prior school experience is desirable.

Knowledge of:

• Board of Education/District policies and procedures.
• Policies, rules, and regulations covering school operations and specific areas of assignment.
• Operations, services, and activities performed by assigned school/department.
• Methods and techniques of researching and compiling information.
• Personal computers utilizing standard and specialized software applications.
• Recordkeeping and file maintenance principles and procedures.

Skill in:

• Planning, prioritizing and completing assignments with minimal supervision.
• Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.
• Writing professional reports and correspondence from brief instructions.
• Utilizing HR Software applications and other applicable software (i.e., Applitrack, Munis, Google

Workspace, etc.)

• Learning and applying new information, technology, and legislation applicable to school activities.
• Using initiative and independent good judgment within established procedural guidelines.
• Researching and compiling data.
• Following verbal and written instructions and procedures.
• Demonstrate strong attention to detail, follow-through, and responsiveness.
• Entering data into a computer system with speed and accuracy.

• Establishing and maintaining cooperative working relationships with co-workers.
• Communicating effectively verbally and in writing with a mastery of proper grammar, syntax, punctuation, and spelling.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Connecticut Driver’s License may be required.

PHYSICAL DEMANDS/WORKING ENVIRONMENT
Work is performed in a standard office environment.
Prolonged periods of sitting at a desk and working on a computer.

Terms of Employment:
Classification ______: Work Year – ____ weeks. Salary determined by agreement between Manchester Board of
Education and Manchester Association of Educational Secretaries.
