The VCWD promotes the college’s mission and vision and provides innovative leadership for training, development and
recruitment of services to EICC, including increasing enrollment for credit and noncredit trainings and to assure an array of
appropriate offerings to meet community demands.Areas of responsibility include Continuing Ed., Adult Basic Ed., English Language
Acquisition, HSED, Small Business Development, and contract training, including oversight of projects in connection with 260E,
260F, WTED, ACE, GAP, and PACE funding. The VCWD works collaboratively as a member of the
Chancellor’s Senior Leadership Team to establish and achieve strategic goals in accordance with the EICC Mission.
The VCWD is expected to serve on state-wide committees to guide strategic directions and represent the workforce interests
of EICC students, faculty, and staff.
Required Qualifications
· Proven record of
accomplishment of progressive, successful experience in leading, planning and implementing continuing education and workforce development
initiatives, for a minimum of 3-5 years, preferably in a community college or higher learning setting leading to increased revenues &
enrollment.
· Master’s Degree in an appropriate field required
· Experience as a financial manager with
demonstrated results in revenue generation.
· Demonstrated leadership and supervisory abilities, both visionary and
strategic.
· Demonstrated ability to work with colleagues and with business and development leaders.
·
Experience in strategic, tactical, and operational planning.
· Knowledge of local, state, and national community college
issues; academic and student development programs.
· Excellent communication skills, both verbal and written.
·
Ability to maintain confidentiality of information.
· Excellent computer skills and Microsoft Office Suite skills.
Preferred Qualifications
Doctorate degree preferred.
TYPICAL DUTIES AND RESPONSIBILITIES:1
. Supervise and oversee workforce development staff.
Responsible for assuring workload, outcomes, and financials are being met. Encourage enthusiasm and common goals between credit and
noncredit areas of the college, placing priority on student success.
2. Oversee and implement programs, operations and marketing for
Continuing Ed., Adult Ed., and contracted training.
3. Responsible for oversight and implementation of Workforce Development,
Continuing Ed., and Adult Ed. programs, recruitment, and responding to community needs to assure student success.
4. Provide
leadership, and oversight on policies and funding for Adult Literacy, HSED and Re-engaged programs. Funding includes Federal, State and
various other grants and private funds.
5. Responsible for 260E administration, bonds, policies and procedures including development,
implementation, monitoring and compliance for projects.
6. Provide district leadership and fiscal management for the development of
260F and WTED projects.
7. Responsible for working with the IEDA (Iowa Economic Development Authority) on regulations and reporting
for 260E and 260F projects, WTED, ACE, and PACE. Includes record keeping, annual reporting and assuring funds are spent according to state
code. Manage contracts with the Department of Education and Iowa Economic Development Authority.
8. Act as the college’s point
of contact for ACE programs.
9. Works collaboratively with Executive Director of Business Services for projects related to grants
implemented within our college. Assure sustainability, monitor funding, and assist with grant writing as required. Project management for a
variety of grants for the college.
10. Develop, implement and manage budgets/financial oversight for all programs and areas
supervised including SBDC, Adult Literacy, PACE, GAP, Open Enrollment, Contract Training and Grants (as needed by the business office).
11. Actively promote and market business and industry training district wide. Promote and market all training capabilities of the college
– noncredit and credit.
12. Provide leadership for innovative programming to meet business and student needs.
13. Work
cooperatively with the Community College Economic Developers across the state.
14. Contact and work with city and county developers
on local and state projects and thedevelopment of community-college partnerships.
15. Maintain positive relationships with other EICC
leaders and the College Board of Trustees and have an understanding of how each area fits into the college mission and vision.
16.
Prepare materials and information, as needed, for the College Board of Trustees.
17. Represent the college at community functions
districtwide and assist with fundraising. As a fundraiser, be aware of the importance of cultivating alternative funding sources as
well.
18. Assist with advocating for funding from our local, state and federal legislators. Assist with legislative annual events and
outreach.
19. Responsible for the implementation of a Strategic Enrollment Management (SEM) program to assure that recruitment
numbers are met.
20. Responsible for fiscal management, program oversight and implementation of innovative ways to enhance services
to small businesses through the Small Business Development Center.
21. Oversee and provide input on curricula development of new
non-credit programming that meets local labor demands. Work with the Vice Chancellor for Academic Affairs to develop College and Career
Readiness programs and to strengthen connections between credit and non-credit faculty and credit for prior learning opportunities.
22. Supervise the financial viability and assurance of federal guidelines for the Adult Literacy program.
23. Provide leadership
and direction for the college’s strategic planning process. Work collaboratively with the deans and the Chancellor’s Senior
Leadership members to develop, implement and monitor the goals of the strategic plan.
24. Advise EICC’s Chancellor and Senior
Leadership Team regarding new business opportunities relating to workforce development in the community.
25. Collaborate with Iowa
Community Colleges and surrounding out-of-state community colleges to strengthen the whole.
26. Exercise significant discretion and
substantial involvement in the development, interpretation and implementation of college policy.
27. Exemplifies commitment to
continuous improvement through professional development.
