Reporting to the Director of Human Resources, the Assistant Director of Human Resources oversees the talent acquisition and employee benefits and leave functions of the Human Resources Department and assists in managing employee relations matters, ensuring compliance with all Urban Pathways, funding and regulatory agencies.
Supervises and manages HR team members to ensure strong results through goal-setting, accountability, and professional development.
Ensures systems are in place to provide excellent customer service to all Urban Pathways staff.
Collaborates with the Director of HR to set strategic vision and build out human resources functions, including but not limited to human resources policies, employee relations, employee engagement, performance management, compensation, benefits, onboarding, offboarding, and retention.
Provides strategic recruitment and hiring support to hiring managers and leadership.
Serves as a key point of contact for information on HR processes and HR policy interpretation.
Supports a climate of inclusion and belonging for employees.
Ensures HR team awareness and understanding of new and existing regulations, laws, trends and developments and ensures compliance.
Plans and oversees the implementation of recruitment, hiring and onboarding processes including new hire orientation.
Works closely with the Director of HR, senior management, finance, hiring and managers on position control, position development, intensive recruitment searches, group interviews, job fairs, and sourcing.
Partners with and provides direction and support to senior and program management in the areas of policy interpretation, employee relations, compensation and funding allocations.
Coaches senior and program management in carrying out their responsibilities for employee relations matters.
Communicates, and interprets HR policies and procedures, and ensures compliance.
Makes recommendations for improvement of HR policies, procedures, and practices.
Advises on performance management issues and works closely with the HR Director on investigations.
Maintains knowledge of industry trends and employment legislation, and ensures compliance with federal, state, and local law and regulations.
Supervises the HR Specialist in the administration of employee benefits, employee leaves of absence, vendor billing, organizational processes, and open enrollment.
Ensures that human resource files are accurately maintained and compliant with Urban Pathways policies and government regulations for all applicants, active employees, terminated employees, consultants, interns, and volunteers.
Works closely with the Director of Human Resources to ensure compliance with government, funding agency, and Urban Pathways laws, policies and procedures.
Establishes and maintains trust, confidence, and effective working relationships with Senior Management, Program Management, employees, co-workers, vendors, applicants, consultants, interns, and volunteers.
Oversees the day to day operation of the Department in the absence of the Director of Human Resources.
Maintains confidentiality at all times.
Bachelor’s Degree in human resources, business, organizational development or related field required.
Minimum of 5 years of experience in progressive human resources roles required. Human Resource Generalist experience including the areas of talent acquisition, benefits administration, compliance, HRIS, and employee relations preferred.
Knowledge of Federal, State, and local employment laws and regulations required.
Excellent verbal and written communication skills.
Excellent organizational and follow-up skills.
Excellent interpersonal skills and ability to work independently or as part of a team.
Excellent computer skills (Word, Excel, Outlook) required.
Experience with ADP, ABRA or other HRIS and Applicant Tracking Systems preferred.
Flexibility and ability to work under pressure.
PHR/SPHR and/or SHRM Certification a plus.
