Independently performs professional accounting work in the maintenance of an accounting system; analyzes fiscal data; and performs other related duties as required.
Duties may include but are not limited to: sets up and maintains accounting records required in the control of fiscal operations; classifies, codes, and creates posting controls for pre-audits; compiles, classifies, verifies, evaluates and prepares reports and financial statements of fiscal data; takes trial balances, makes adjusting and closing entries; distributes accounting documents covering encumbrances, expenditures and revenues to proper accounts and funds; participates in making studies and estimates of department’s revenues and operating costs and assists in working out allocations of funds to various programs or activities; supervises clerical personnel concerned with fiscal control records; provides advice and assistance to departmental officials and management; develops and refines cost accounting procedures, inventory and property records; maintains budget control.

There is one (1) vacancy with Department of Budget & Fiscal Services, Accounting Division, located in Honolulu at the Fasi Municipal Building.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in accounting or a related field with at least 12 semester credits in accounting or auditing courses. Six of the 12 credits must be above the beginning or elementary course level and from an accredited four-year college or university.
Work experience may be substituted for a bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree in accounting.
Such experience must have demonstrated knowledge of the theories, principles and practices of commercial accounting; preparation and analysis of financial statements and reports; fiscal administration including budgeting and financial reporting; and the ability to devise, modify and install accounting methods, techniques and procedures; prepare complete and accurate accounting records and statements; and analyze data, detect errors and correct inconsistencies in accounting records.
Substitution:
A master’s degree in Accounting from an accredited four-year college or university will substitute for one of the required two years of professional accounting experience.
