Serve as a focal point of contact and advisor to AFOSR employees and managers, providing information and interpretation of organizational and human resource policies and procedures. Research AF, Federal, DoD and OPM directives to provide expert level recommendations and solutions. Plan, coordinate, and execute programs, special projects, and taskers received from SAF, AFMC, AFRL, AFOSR, and other agencies regarding human resource issues. Instruct managers on the appropriate utilization of hiring authorities to fill vacancies within the agency. Ensure timely and accurate processing of personnel actions in accordance with applicable guidance and regulations. Serve as the subject matter expert for all HR applications, reporting data, and system software tools. Evaluate and implement proposed changes in mission, operating procedures and delegations of authority. Perform quality control review of personnel actions and HR information to identify and resolve errors and/or discrepancies. Maintain confidentiality and integrity of information in a manner consistent with its sensitivity. Analyze, and develop methods to improve the accuracy, efficiency, and timeliness of work processes and procedures. Advise the OM Director on program status or goals, and make recommendations for improvements. Generate reports regarding agency programs, functions, and workforce data. Represent AFOSR in key meetings on matters pertaining to operational HR programs within AFOSR. Communicate orally and in writing with diverse groups of people demonstrating diplomacy and tact.

Required Qualifications
To qualify for this position, you must possess one year of specialized experience equivalent to the DO-I (GS-11) broadband. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Ability to research, interpret, and apply personnel laws, regulations, and policies and interpret complex legislative, regulatory, and policy guidance to provide expert guidance to, managers and supervisors, and employees; to coordinate and monitor the overall Civilian personnel program; to serve as primary liaison with all servicing AFOSR HR programs within the organizations, advise on personnel actions, and prepare study recommendations for management.
Knowledge of major issues, program goals and objectives, work processes, and administrative operations of HR in order to collaborate with and lead management in employing change management process, analyze and advise on proposed reorganizations, realignments, transfer of functions, and position management actions, and provide strategic planning and work force development.
Knowledge of automated information systems to retrieve and analyze statistical data necessary to spot trends and systemic issues, evaluate HR programs, and conduct succession planning; as well as Microsoft Office to prepare reports and memoranda, tables, spreadsheets, and briefing charts (e.g., Word, Excel, Power Point).
Skill in applying analytical and evaluative methods and techniques to HR-related functional areas. Recognizes potential improvement opportunities and advises management.
Skill in oral communications sufficient to explain, defend, and negotiate complex or controversial HR issues to a variety of audiences and reach consensus for action; present briefings for upper management; and present training on HR issues.
Skill in written communication sufficient to prepare standardized SDE’s and classification analyses, management studies and reports on Civilian HR issues, and variety of briefing materials.
