The HR Specialist is responsible for all new hire processes, ensuring successful, timely and accurate on-boarding of new employees (including benefit enrollments). This position also serves as liaison with specific departmental administrative hubs in regards to payroll changes, transfers and policy changes. In addition, this position provides ongoing employee communications during orientation and throughout the employee life cycle. GENERAL RESPONSIBILITIES Provide operations support to HR Function that includes, but is not limited to: * overall administration in verification of completeness and accuracy of hiring packet information and documentation; * ensuring completeness and accuracy of all data entry tasks related to maintaining/updating accurate personnel records in agency’s HRIS database.; * overseeing consistent adherence to regulatory and internal policies; * back-up role for selected HR tasks and responsibilities, as assigned by HR Manager on as needed basis. SPECIFIC RESPONSIBILITIES * Successfully implement all new hire practices, including offer letter generation/delivery, payroll setup, and timely review, processing and recordkeeping of required compliance documentation (e.g. applications, background check authorization forms, I-9 information, other regulatory materials, and forms). * Provide complete overview of employee benefits including health, dental and vision to new employees during on-boarding and open enrollment periods. * Accurate and complete data entry of assigned personnel information into agency’s HR information systems database for hire packet and employee benefit programs. * Assist in responding to employee inquiries about agency’s benefits programs and other agency policies in timely and effective manner. * Assist in administration and coordination of liaising with agency’s outsourced benefits administrator on benefits enrollments, changes and terminations, as needed. * Provide oversight for the agency’s eTime system, including implementation of paid time off policies, tracking and operational efficiencies. * Perform other duties as assigned including, but not limited to, backup in security background functions. * Participate as requested on ad hoc HR-related special projects. REQUIRED QUALIFICATIONS * Bachelor’s Degree in related discipline, with one or more years direct HR or benefits experience required. Familiarity and/or experience in personnel administration and related legal employment policies desired. * Excellent analytical, communication and organizational skills required. * Proven ability in managing customer service requests in timely, accurate and professional manner. * Demonstrated competency in Microsoft Office applications and capacity to undertake use of other automated human resource database systems, as needed. * Experience in independently implementing and enhancing, as needed, operations processes.
