Summary
This position strategically leads, mentors, and directs staff and management team to provide a comprehensive range of HR services and resources in collaboration with the Director of Human Resources, to include but not limited to consistent application of employee relations, broad knowledge of Federal and State regulations and labor laws, recruitment, compensation, safety, workers’ compensation, diversity, wellness, data analytics, leadership training and succession planning. The overall objective is to provide the consultative support and leadership influence, at all levels, to enhance the quality of client care.
ESSENTIAL DUTIES AND RESPONSIBILITES
· Model exceptional management behaviors including translating the overall Human Resources vision into clear direction, providing meaningful feedback, managing performance, and supporting and recognizing staff members as measured by HR employee engagement and retention.
· Proactively stays current and seeks best and innovative approaches in identifying new trends, best practices, regulatory changes, and new technologies in human resources, talent management, training, and employment and labor law.
· Ensures entity execution and consistency of delivery of services to align with Behavioral Health Solutions strategies. Engages in system-wide projects, orientation, training and development and celebrations, as needed for continuous improvement.
· In collaboration with Director of Human Resources, utilizes metrics to design, implement, re-evaluate human resource programs and processes based on data analysis and outcome measures.
· Provides guidance and support for maintaining consistency and compliance with Behavioral Health Solution practices and policies as measured by effective employee relations and meeting or exceeding organizational goals.
· The HR Manager is responsible for the management and mentoring of assigned staff including fostering relationships across entities. Is accessible to managers and employees as a resource for conflict resolution, building relationships, professional and personal growth, and development, recognizing, and celebrating achievements and contributing to the organization’s overall growth. This role will incorporate the key initiatives of Human Resources into everyday business with clients, e.g., Leadership training/mentoring and care for the caregiver, to establish a foundation of trust and connectivity. Develops effective individual and organizational communications as needed in support of education, training, employee relations and benefits administration.
· Provides support and partner with clients for hard to fill positions. Competent with equity reviews and pay adjustment recommendations. Utilizes resources to provide clients guidance with Employee Engagement Survey, as well as retention and compensation data, with the goal of recruiting and developing a superior workforce.
· Financial awareness of healthcare reimbursement and the ability to translate HR-related issues into recommendations for staff and management, e.g., no meal/no break activity, attendance issues, and premium pay implications.

KNOWLEDGE, SKILLS, OR ABILITIES:
· Maintain current knowledge of California employment and labor laws
· Knowledge of Title IX, Title XXII, Title XXIV, CALOSHA, CARF regulations
· Ensures compliance with industry regulations and labor laws
· Excellent interpersonal skills with the ability to positively influence all levels of management
· Excellent time management skills with a proven ability to meet deadlines
· Strong analytical and problem-solving skills
· Ability to manage, supervise and mentor employees
· Strong organizational, written, and verbal communication skills
· Proficient in Microsoft Office Suite

· Valid CA Drivers License
Education: Minimum of a bachelor’s degree from an accredited U.S. college or university, or
certified foreign studies equivalency in Business Administration, Human Resources, Organizational Development, or closely related field. Successful candidates may be given credit for additional experience in lieu of education. Master’s Degree preferred.
License and Certification Requirements:
HRCI or SHRM certification required
Experience: Minimum of five (5) years of experience in Human Resources management providing a broad array of direct Human Resources services. To include at least three (3) years of leading, managing, and mentoring staff. Prior healthcare experience preferred.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Environment: Work is performed in an indoor and outdoor field environment; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions.
Physical: Primary functions require sufficient physical ability and mobility to walk, stand, and sit for
prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to climb unusual heights on ladders; to lift, carry, push and/or pull up to 75 pounds; to operate equipment and vehicles; and to verbally communicate.
