- A bachelor’s degree in human resources administration or a related field. Equivalent experience, education, and training will be considered in lieu of the degree requirement.
- Three years of human resources related experience.
- Knowledge of compensation, equal employment opportunity, labor relations and human resources administration.
- Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR) certification or equivalent, such as SHRM-CP or SHRM-SCP within 12 months of date of employment.

- Provides oversight and directs the employment function for hourly and monthly employees in all district bargaining groups as assigned, to include onboarding activities, employee outreach and the administration of bargaining contracts consistent with ASD procedures and negotiated agreements.
- Exemplifies and ensures a department service culture of excellence in customer service and collaboration with HR internal and external customers.
- Supervises, monitors and evaluates performance, and directs workload of assigned staff.
- Responds to inquiries from employees, administrators, and the general public, interpreting state laws, Anchorage School Board policies, negotiated agreements, and human resources business practices.
- Works closely with senior director on highly complex or delicate employee issues, such as layoffs, reorganizations, salary administration, and other employment decisions.
- Ensures compliance with policy/procedures, collective bargaining agreements, and laws related to the employment area.
- Collaborates with the recruitment and retention coordinator in identifying recruitment needs and coordinating recruitment efforts with hiring managers, to include participation in job fairs and recruitment events.
- Attends school board work sessions and meetings as requested by the senior director. Visits schools and departments in their assigned region, at least on an annual basis and as needed, and periodically attends school and or district community events.
- Collaborates with the senior director in review and monitoring of human resources employment practices, including, but not limited to, department operations, onboarding practices, contract/law compliance, and records management, supporting with collaborative counsel in these areas to HR staff and customers.
- Collaborates with the senior in the management, maintenance, and auditing of HR data and required reports.
- Collaborates with Labor Relations and, as assigned, provides administrators and supervisors with employee relations support.
- Develops, prepares, generates and analyzes ongoing and ad-hoc reports pertaining to employment information.
- Adapts established procedures to practical situations, makes decisions, develops recommendations for system improvements, manages multiple tasks, organizes, plans, prioritizes and implements/completes assignments.
- Assists in development of departmental goals, objectives and systems.
- Partners effectively across the organization with departments and schools to provide quality customer service.
- Assists the senior director in the daily administration of other human resources services as directed.
- Updates job knowledge by participating in conferences and educational opportunities, reading professional publications, and participating in professional organizations.
- Establishes procedures for practical situations and makes decisions or develops recommendations for system improvements.
- Establishes and maintains productive working relationships with others, especially from a consultative perspective.
- Communicates effectively verbally and in writing with all levels of management, supervision, and other ASD personnel.

Job Summary
The generalist provides oversight and direction in support of the district onboarding and employment functions for all district bargaining groups as assigned, to include supervision of department Human Resources administrative assistants. The generalist ensures compliance with employment law, Anchorage School Board policies, and bargaining agreements. In addition, the generalist collaborates with department staff in the management and maintenance of employee records and information systems, ensuring confidentiality and compliance are kept with laws and procedures. This has a retirement association with the Public Employees’ Retirement System (PERS).

The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs.
