ASSISTANT CHIEF – TRAINING, HEALTH, AND SAFETY (Exempt)
GENERAL RESPONSIBILITIES:
Administers the overall training functions of the Department of Fire & EMS. Oversees the daily operations of the Public Safety Training Center (PSTC) and related training delivery and credentialing in compliance with state and national requirements and consensus standards. Serves as the departmental Health & Safety officer and assures an effective occupational safety and health program consistent to applicable laws and regulations.
ESSENTIAL TASKS include the following: other duties may be assigned
Perform supervisory responsibilities in accordance with the current Carroll County Personnel Ordinance, County Policies and applicable laws
Work with Director to develop and implement departmental goals, budget, policies, programs and procedures
Coordinate and manage scheduling of all utilizations of the Public Safety Training Center
Compile and produce reports and maintain applicable reports as required by management or governmental agencies
Oversee the maintenance of the PSTC and related equipment, supplies and logistics
Work with partner agencies, participate in meetings and share information with the community regarding programs and services offered by the PSTC
Assign duties and evaluate work for precision, neatness and compliance with applicable laws and standards
Evaluate and standardize procedures to improve efficiency and assure fiscal compliance and appropriate service delivery
Develop and administer the department’s occupational safety and health program consistent to the current edition of NFPA standard 1500 (Fire Department Occupational Safety and Health Program)
Maintain an effective liaison with applicable allied agencies at the national, state, regional and local level
Perform related duties as to specific assignments
Any employee may be identified as Essential Personnel during emergency situations
Provide effective customer service by answering questions, providing information, making referrals and assuring appropriate follow-through and/or resolution of issues.
Communicate with managers, supervisors, co-workers, students, citizens and others, maintains confidentiality; and represents the County
EDUCATION AND EXPERIENCE:
Bachelor’s degree from an accredited college or university in a related field*
Five years of experience in the emergency services, vocational training or in workforce development
*A comparable amount of training and experience may be substituted for the minimum educational requirement
KNOWLEDGE, SKILLS AND ABILITIES
Read, analyze and interpret technical procedures and governmental regulations
Respond to inquiries or complaints from employees, citizens, members of the community or regulatory agencies
Write reports, business correspondence, and procedure manuals
Make persuasive presentation on complex topics to top management, public groups and/or boards and employees
Define problems, collect data, establish facts and draw valid conclusions
Work with detail, problem solve and communicate problems
Use computer software programs and/or other applications
Operate, troubleshoot and maintain complex fire/EMS simulation technology
Comprehensive knowledge and application of current risk management and occupational safety and health principles and practice
Ability to apply basic fire knowledge, pre-fire planning, incident procedures, and tactical operations
Ability to apply required knowledge of driving procedures, pumper and tanker operations as well as aerial operations
Ability to successfully complete annual physical examination
Ability to use sound judgement in making independent decisions with ability to remain calm under stress
Ability to establish and maintain effective working relationships with coworkers, volunteers and the general public
Ability to effectively document actions, and establish and maintain appropriate records using computer systems and manual records
Manage conflict, negotiate, and resolve issues
CERTIFICATES, LICENSES, REGISTRATIONS
Certification as a Fire Officer III by MFSPQB/NBFSPQ/IFSAC or must obtain within six months of employment
Certification as an NFPA 1521 Health & Safety Officer by MFSPQB/NBFSPQ/IFSAC or must obtain within six months of employment
Certification as an NFPA 1521 Incident Safety Officer by MFSPQB/NBFSPQ/IFSAC or must obtain within six months of employment
Certification as a Live Fire Training Instructor (LFTI) by MFSPQB or must obtain within six months of employment
Current Maryland/MIEMSS certification as an EMT or higher (Paramedic preferred)
Current Certification as a Maryland Emergency Services Instructor-Evaluator by the MD Instructor Certification Review Board (MICRB) or must obtain within six months of employment
Valid driver’s license
Requires federal and state criminal background check as condition of employment
PHYSICAL REQUIREMENTS/WORKING CONDITIONS
Must be able to safely perform the duties of the position without posing a threat to the health and safety of themselves and others
Will frequently be required to stand, walk, sit, climb stairs, and lift up to 25 lbs; and occasionally required to bend, kneel, crouch, crawl, push, pull, climb ladders, reach above, at and below shoulder height, lift up to 100 lbs, and carry over 100 lbs.
Will frequently be required to work weekends and evenings, and will frequently be exposed to fumes, flammable items, sharp objects or rough edges, and loud noises; and occasionally required to report to callback/emergency calls, work in temperatures below 40 degrees or greater than 80 degrees, work in confined spaces, and occasionally exposed to airborne particles, blood, bodily fluids or blood borne pathogens, toxic or corrosive chemicals, exposed electric wiring or components, or noxious odors.
Requires medical clearance consistent with NFPA 1582
