Overview/Summary
Reporting to the Chief HR Officer, the HR Talent Acquisition Specialist supports all Agency efforts to ensure the timely recruitment, hiring, and on-boarding of talent to fill all open positions. The incumbent will be responsible for all aspects of the recruitment life cycle. The TAS will be involved in all phases of the recruitment lifecycle, will source candidates for a variety of Agency operations and administrative roles across divisions, develop and nurture relationships with prospective talent and manage internal relationships with division and department managers.
The Talent Acquisition Specialist will also assist the CHRO and division and department managers with implementing staffing strategies that align with Agency goals for attracting, developing, and retaining talented, high performers
Essential Functions:
Essential Job functions: Duties _______ through _______are designated as ADA Essential Functions and must be performed in this job. All other job duties are secondary functions.
Plans recruitment activities in an effort to develop and maintain a pipeline of potential candidates to fill critical, technical, administrative, and other positions across the Agency.
Utilize online recruitment sources, such as Indeed, ZipRecruiter, Monster, CareerBuilder, and social media platforms to identify and recruit qualified talent.
Execute full recruiting cycle including demographic research/evaluation, posting, sourcing, screening, selection and onboarding.
Utilizes HR’s ApplicantPro recruitment application to post positions and sources, reviews, and determines suitability of candidates applying for open positions.
Screens all applications and resumes, and conducts phone screens of all qualified candidates; documents responses and reviews with CHRO.
Coordinates the entire recruitment process including creating recruitment strategies, sourcing, screening, interviewing, evaluating and hiring for entry level through Director level positions.
Implement staffing strategies to provide a qualified and diverse candidate pool.
Identify passive job seekers using full range of recruitment tactics and resources.
Manages communication process with internal and external candidates, HR colleagues and the respective hiring manager.
Strategically network at all levels and foster long term relationships with candidates, organizations, and academia.
Proactively evaluates and assesses staffing needs of the assigned business units and consults with CHRO, and division & department heads about organizational changes and strategies concerning the efficient utilization of staff.
Submits selected applicants’ electronic applications with phone screen responses to the respective hiring manager for review and consideration.
Schedules in-house and/or virtual interviews for selected applicants.
Schedules interviews via Outlook for all parties involved in the interview process for the specific position(s)
Creates candidate assessment documents and materials and administers applicable test(s) to candidates. Collect completed documents after allotted time post interview.
Ensures all candidates have completed a BSHC job application and other required documents.
Forwards completed writing samples as required for specific positions to CHRO and hiring manager(s) for review.
Works with managers to identify candidate to be offered a position.
Forwards complete recruitment documents to CHRO for review pre-offer of employment.
Maintains the Applicant Tracking System’s (ATS) requisition approval process to ensure all requested postings are approved and ready for posting.
Maintains equal employment opportunity (EEO) and affirmative action program (AAP) logs.
Develops and maintains recruitment relationships with partner colleges and universities in Boston and surrounding areas.
Works closely with the HR Team to ensure timeliness of all employment offers.
Works closely with department managers to accurately draft job descriptions to attract desired talent.
Post open positions on various job boards and write and place job ads as required.
Works closely the HR Generalist and HR Analyst and Compliance Specialist to ensure background checks are conducted timely, and that applicable pre-employment physicals are scheduled accordingly.
Conducts and documents reference checks as directed and/or schedules skills survey for candidates who are offered employment.
Collaborates and consults with CHRO and hiring managers as appropriate regarding critical hires and designated hot jobs.
Works closely with the HR team to manage the selection, offer, negotiation and hiring of candidates.
Participate in various internal and external recruiting job fairs, programs, and attends various on-campus college or other recruitment events.
Develop and maintain contacts with schools, alumni groups, professional associations and other organizations to find and attract quality applicants.
Assist with employer branding initiatives as required.
Helps with the facilitation of monthly onboarding trainings.
Works closely with the HR Analyst and Compliance Specialist to generate recruitment reports, metrics, and analysis of recruitment effectiveness accomplishments.
Assists the Training and Development Specialist to identify new employee training and development needs.
Works closely with the HR team to complete projects as assigned or require

Works closely with the HR team and Compliance Department to ensure all obligations pertaining to recruitment and hiring of candidates are in compliance with applicable laws and contract oversight.
Qualifications and Requirements
Bachelor’s degree in Human Resources, Business or related field, with two or more years as a recruiter in a in a non-profit organization.
Must have a full understanding of the recruitment life cycle.
Strong communication, verbal and written, as well as strong relationship building skills are required.
Excellent recruitment and onboarding skills are necessary.
Experience working within an HR team preferred.
Proficiency with various technology and Human Resources Information Systems such as ApplicantPro, ADP HRIS and Payroll systems; MS Office Suite; various on-line job boards and social media platforms.
Must possess excellent organizational skills and must be detailed oriented.
Exceptional interpersonal skills and comfortable working with a professional and diverse employee population

This position has no supervisory responsibilities
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets.

This position required up to 25% travel. Must be available to attend career and job fairs.
