The County Administrator’s Office is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, representing the County in intergovernmental relationships and policy considerations, and coordinating the work of all County departments. Our staff also helps coordinate public communications, planning for County facilities, risk management, and leads racial equity and other strategic initiatives.
There is one vacancy for a Budget & Policy (Administrative) Analyst III within the County Administrator’s Office. Reporting to the Budget Director, a Budget & Policy Analyst works with assigned departments and conducts a variety of budget, management, administrative and policy analysis. Using financial system data and other technical tools, analysts will evaluate and provide recommendations regarding baseline budget appropriations, budget requests, strategic priorities and position control. Incumbents will review department’s published content, including Board of Supervisors meeting documents, annual strategic Workplans, and provide fiscal and policy recommendations consistent with Board of Supervisor priorities. As a member of the Budget Team, Analysts support the County Administrator in the development of the annual budget document, and carry out other assignments required to manage the County’s $780+ million budget on a year-round basis.
The Budget & Policy Analyst III is the advanced level in the Administrative Analyst series and differs from the Analyst II classification in both length of previous experience, and ability to independently perform the full range of complex assignments, services and analytical studies. Incumbents exercise a high degree of professional judgment with considerable independence. Assignments may also include direct support to various smaller departments and specified boards, commissions and committees.
Hybrid Work Option: The County Administrator’s Office considers hybrid (telework/onsite) work schedules with approval from a supervisor and after a probationary period for new employees.
Upcoming Salary Increase: This classification will receive a 3% salary increase effective July 9, 2023. The new salary range will be $9,292 – $11,229 per month.
The Highly Qualified Candidate has knowledge of the principles and practices of public administration, including budgeting, fiscal analysis, position control, program evaluation, and project management; and possesses professional experience performing budgetary or financial analysis for a County or other government agency.
An outstanding candidate also has experience leading discussions with internal and external stakeholders and an ability to maintain collaborative and constructive working relationships with County staff and members of the public. They can work with financial data systems to conduct complex and sensitive analyses, often requiring a high level of detail. They are skilled writers who can consistently communicate complex government policy and processes in plain language. Additionally, this candidate also possesses the following:

Any combination of education and experience that would provide the knowledge and skills listed in the class specification. Typically, graduation from a four-year college or university with major coursework in business or public administration, public policy or a field related to the work or at least four years of work experience involving administrative, budgetary, or organizational analysis and/or in providing administrative staff support in areas such as budgeting, report preparation, and technical analysis. Advanced coursework in an appropriate field is desirable, as is an internship or other experience that will have provided a basic knowledge of public agency organization and functions.
In addition, two years of experience in performing administrative, budgetary, operational or organizational analysis and/or in providing administrative staff support to senior management in areas such as budgeting, report preparation and technical analysis. An advanced degree in business or public administration may be substituted for one year of experience.
