This position is responsible for managing and maintaining the accreditation function for the Sheriff’s Office, in addition to other similar continuous improvement processes in the BCSO Legal Division.
Purpose of the position:
This position is responsible for managing and maintaining the accreditation function for the Sheriff’s Office, in addition to other similar continuous improvement processes.
Minimum Education, Training and/or Experience:
Bachelor’s Degree in Criminal Justice, Public Administration, Business Administration or equivalent and five (5) years of progressively responsible professional level experience involving research methods, organization, preparation, and coordination of a wide range of projects, reports and files.Previous experience as an accreditation manager is preferred.Equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Additional Training and Experience:
Must be able to pass a strenuous background investigation that includes credit checks, interviews with family, neighbors and peers, deception testing and drug testing.
License or Certification Required by Statute or Regulation: Possess an unencumbered North Carolina Driver’s license or ability to obtain within 60 days of employment.
Essential Functions of the position:
Oversees the accreditation process, including assessments; evaluates and reports the efficiency and
effectiveness of the BCSO accreditation process and attends the full Commission review hearings.
Meets with key personnel to coordinate operational guidelines to comply with agency directives and accreditation standards as needed.
Reviews accreditation activities and progress and identifies needs, resolves issues, and provides recommendations. Manages annual reviews, coordinates mock and full onsite processes.
Oversees and coordinates onsite assessments by the designated team of assessors from the accrediting body.
Maintains accreditation and policy files and enters and updates accreditation information in the designated database to include proofs of compliance. Assist with the review and revision of agency forms and written directives to determine their compliance.
Performs division inspections, reviews policies, procedures, and directives and ensures compliance with accreditation standards and revised updates as needed. Collects proof of compliance, documenting adherence to established standards, assisting with staff inspections, advising on standards updates, and all other duties as assigned by the Sheriff, and/or the Chief Deputy.
Coordinates with agency divisions to be better organized and more efficient in providing specialized services to meet the evolving needs of the Sheriff’s Office.
Provide training to personnel on the accreditation process.
Schedule, conduct and document agency inspections, reviews and analysis.
Serves on committees as necessary and works with other town agencies as needed.
Performs other related duties as assigned.
Knowledge, Skills, Abilities:
Considerable knowledge of accreditation process, standards and public record laws as well as law enforcement and corrections principles and practices;
Applicable Federal, State and local laws, rules and regulations pertaining to local government operations.
Statistical analysis and forecasting techniques.
Comprehensive knowledge of law enforcement accreditation standards.
Outstanding communication and interpersonal skills. Skilled in speaking effectively in a public setting and possesses the ability to speak informatively to public groups concerning the accreditation process.
Proficient with Microsoft Office software. Experienced creating and maintaining a case management database. Self-motivated to research and master emerging computer technologies.
Ability to work in stressful and sensitive situations. Strong bias for action with a demonstrated track record of delivering solutions with tact and diplomacy.
Able to break complex projects into manageable tasks, identify and engage appropriate resources, and deliver accurate, on-time results. Critical thinker with strong problem-solving skills and a tendency to challenge the status quo.
High tolerance for ambiguity, challenge, and change. Ability to show composure in difficult circumstances.

Ability to analyze data, identify trends, and deliver reports that are clear, engaging, data-based, accurate, and aligned with Buncombe County’s Sheriff’s Office goals.
Thorough knowledge of administrative activities, practices and procedures. Maintain and organize filed and accurately document compliance activities to demonstrate compliance with applicable standards.
Stays current on all required certifications and is able travel to training seminars, conferences, etc.
Demonstrated ability to achieve high performance goals and meet deadlines in a fast paced environment.
In order to uphold internal pay parity and equity, salaries are non-negotiable for new and current Buncombe County employees. All new employees are paid according to their years of relevant education and experience above minimum requirements for the position and employees have the opportunity to obtain pay increases via cost of living increases and promotions.
