Independently performs the full range of budget analysis and attendant management analysis work for large and/or functionally related departments which programs and policies are subject to relatively orderly and uniform changes; prepares reports on studies conducted with recommendations; reviews and analyzes requests for initiating new programs, new positions, reallocation, new equipment and related budget matters; performs other related duties as required.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a Bachelor’s degree in Political Science, Public or Business Administration, Economics or a related field.
Work experience may be substituted for the Bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.
EXPERIENCE REQUIREMENT:
Two (2) years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs in relation to organizational objectives.
Such experience must have demonstrated knowledge of the principles, methods and techniques of budget analysis and management analysis; research techniques and methods; and the ability to gather and analyze operational, statistical and financial data; apply budget analysis and management analysis principles, policies and procedures; present facts clearly both orally and in writing; and maintain effective working relationships.
