The City of Kent’s Parks, Recreation and Community Services Department is looking for a financial professional with senior level analysis and technical accounting experience to perform fiscal project duties. The successful candidate will have a commitment to meeting critical deadlines, while also being detail-oriented and producing accurate work. Governmental accounting experience is preferred. SALARY:
$6,696.00- $8,144.00 monthly, depending on qualifications
GENERAL PURPOSE:
Under the direction of the Parks Business and Operations Manager, perform professional project fiscal duties and assist within the Parks Planning and Development division in the City of Kent Parks, Recreation, and Community Services department.
Work is characterized by senior professional analysis and technical accounting duties and responsibilities requiring a significant level of accuracy and coordination to meet critical deadlines. Duties include but are not limited to management the Park’s department capital improvement program (CIP), City-wide Capital Facilities Plan; development of capital project cost projections, conducting special projects, studies and surveys, preparing and maintaining accounts payable and receivable functions, analyzing and auditing various documents, monitoring more than one divisional capital budget programs, and auditing various documents to assure accuracy, completeness and compliance.
Work is performed under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together and develop deadlines, projects, and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative in terms of established objectives.
Incumbent keeps supervisor informed of progress, potentially controversial matters, or far-reaching implications. Work is reviewed only in terms of feasibility, compatibility with other work, or effectiveness of results.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Perform a variety of accounting duties related to public sector budgeting, cost allocation, cash flow and departmental/divisional operations, revenues and expenditures; coordinate the accounting system for the department.
Design, analyze, review and prepare a variety of specialized and complex financial statements and reports related to department and grant projects; develop alternatives and make appropriate recommendations.
Coordinate communications between Parks Planning and Development division with other City departments.
Plan, assist and write requests and reports related to the preparation committee and council items.
Provide research, analysis, reports and proposals on budgetary issues as assigned; monitor monthly balances of project costs.
Provide accounting and budget training, direction and guidance to divisional staff.
Implement specialized accounting procedures and systems to increase efficiency and effectiveness; provide training and written instructions regarding new and revised procedures.
Interpret contract agreements and other documents to identify financial requirements to be incorporated into accounting system; assure compliance with laws, codes and regulations governing regulatory and municipal accounting and compliance with local, state and federal agency requirements.
Compile and summarize financial and statistical data; reconcile assigned accounts; compose correspondence for area of work.
Assist in periodic, quarterly, semi-annual and annual reports for capital projects as required by State, City and funding agencies, including fixed asset reports, interim and final reports and grant inventories.
Confer with the Parks Business and Operations Manager as needed to report and discuss the status and progress of special and routine assignments; make recommendations to Senior Management regarding budget, CIP, CFP, and special and routine assignments.
Prepare payroll, purchase orders, invoices, vouchers, bills, budget changes and related documents; verify accuracy and process for payment as appropriate.
Prepare, process, maintain and manage a variety of detailed, specialized and comprehensive records, files and reports including grants and donations.
Generate regular and special computerized reports related to department operations and activities and distribute to appropriate administrators, officials and agencies.
Actively support the vision, mission, values and goals of the department and the City.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:
Education: A Bachelor’s Degree in Accounting, Finance, or related field; and
Experience: Three (3) years professional, special projects accounting, financial analysis, or related experience, including one (1) year of lead or supervisory responsibilities. Governmental accounting experience is preferred.
LICENSES AND OTHER REQUIREMENTS:
Certified Public Accountant (CPA) Certificate is highly desirable
Possess a valid Washington State driver’s license by date of employment
MACHINES, TOOLS, AND EQUIPMENT USED:
Typical business office machinery and equipment including, but not limited to, personal computer, telephone, fax and copy machine, calculator, projector, dictaphone and typewriter.
May be required to operate a City vehicle.
