Plans and executes a wide range of public informational activities encompassing a variety of governmental functions and programs; maintains effective working relationships with members of the media, community groups, and key individuals in the public and private sectors; and performs other related duties as required.
Current Vacancy:
There is one (1) vacancy with the Department of Customer Services, Public Communications Division, located in Honolulu. The Information Specialist, under the general direction of the Information Officer, and in support of a centralized information dissemination program of the City and County of Honolulu, collects and provides analysis of available data to inform communications needs and identify strategic opportunities to anticipate and meet the information needs of the public. The Information Specialist is a big-picture thinker with a sophisticated understanding of evidence-based public relations and strategic communications practices, with the demonstrated ability to clearly articulate communications objectives, conceptualize strategy, and execute complex and highly visible information projects concerning municipal government operations. Duties include researching and maintaining awareness of a range of propriety and open data sources to understand public information needs to inform the development of both externally and internally-focused information products; positions city message development to consider real-time community needs; and supports the city’s ability to provide relevant and accurate public information, integrating traditional, digital, and social media with marketing communications. The position also supports the city’s public information needs during emergency situations such as hurricanes and flash floods, and must be available 24/7 during a Civil Service emergency, and must operate a vehicle to report in person on short notice to an emergency operations center to handle media inquiries and other media coverage of approaching storms during 12-hour rotating shifts. Must also be able to operate a vehicle to conduct community outreach projects and other public service presentations to vulnerable segments of the population at various times of the day, especially early mornings and evenings, and would have to transport such equipment and large visual aids such as posters, easels, audio visual equipment, media audio distribution box, microphones, cables, microphone stand, camera, tripod, projector and and/or laptop. It is important that this position holds a driver’s license to enable transportation of support staff and to efficiently and effectively carry out duties on a daily basis.
Special Working Conditions: Weekend and evening work may be required as needed.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:

EXPERIENCE REQUIREMENT:
Three years of professional experience in researching, analyzing, organizing and preparing written information for dissemination to the print and broadcast news media.
Such experience must have demonstrated knowledge of publicity methods and media; principles and techniques used in writing informational material; techniques used in preparing and editing copy for printing; local government organization, functions and operations; and the ability to write and speak effectively; secure, evaluate, and present facts accurately and concisely; work well with people; communicate effectively with the various segments of the public; and plan and administer informational programs.
LICENSE REQUIREMENT:
Valid driver’s license, as required. The current vacancy requires a current valid driver’s license (Type 3/automobile), prior to appointment.
