This position is responsible for the oversight of legal health records management systems, which include birth and death certifications, research of statutory codes and the acceptance or rejection of complicated legal documents.
The current vacancy is with the Health and Human Services Agency (HHSA). This position is located in Tulare with the Public Health Division.
This recruitment will establish an employment list to fill current and any future vacancies for for this position. The anticipated life of the employment list is six months. Supervise, train and assign work to staff involved in examining, indexing and processing legal documents; coordinate daily workload to meet deadlines; examine documents for accuracy in order to determine their acceptability for recordation; collect, process, and analyze data and interpret results; answer questions and provide assistance to individuals, pertaining to recordation of legal documents; assure quality control; run special reports for the needs of the department/division; prepare performance appraisal evaluations and recommend appropriate action; assist in the selection of staff; coordinate and present annual in-service meetings with area hospital birth registration staff; prepare annual written update on changes in birth and death registration regulations; attend State Recorder’s Meetings at least annually. Administration of the county Medical Marijuana Card Program, and process and review Medical Marijuana Program applications.
MINIMUM QUALIFICATIONS
Minimum qualifications are used for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education: Equivalent to the completion of twelfth (12th) grade.
Experience: Three (3) years of responsible clerical experience preparing, processing, accepting or reviewing various legal documents.
Knowledge of: State and County laws, rules, regulations, and policies, which provide the basis for the acceptance or rejection of documents resented for public recordation; principles of supervision; recordable documents; operation of computers and other related automated equipment; office procedures and filing methods.
Skill/Ability to: Supervise employees including organizing and assigning work activities, providing training, and evaluating work performance; read, interpret, and explain various State, Federal, and County laws, rules and regulations and policies that provide the basis for the acceptance or rejection of documents presented for public recordation. Retain and recall pertinent code sections of State, Federal, and County laws and regulations; communicate with a diverse group of people of various educational and socioeconomic backgrounds using patience, tact, courtesy and restraint; establish priorities, meet deadlines, and remain flexible and tolerant under changes in workload and assignments; proofread for accuracy; analyze, interpret, and summarize the data using computer software, and conduct research, define and resolve problems.
License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver’s license.
DESIRABLE EMPLOYMENT STANDARDS
Knowledge of: Employee appraisal techniques; spreadsheet, word-processing and database software.
Skill/Ability to: Read, write and speak in Spanish and English. A Spanish proficiency examination will be required.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
