City of Dallas, TX Hiring for Financial Analyst – Human Resources at Dallas, TX Full Time

The Financial Analyst – Human Resources analyzes and manages all accounting/invoices and data for all Human Resources services and health benefits. This position is responsible for ensuring all entries are correct and that financial processes are followed; identifies and communicates opportunities for improvement, and ensures functions are being executed in the most appropriate and efficient manner possible. This position works in collaboration with the areas of Human Resources Information Systems (HRIS), Compensation, the City Controller’s Office, the Office of Budget, and other City leaders to create financial models/reports and gather and analyze financial/billing data from various internal and external databases and sources with the ability to utilize the data to create statistical reports and visual presentations.

• Serves as HR point of contact for the Office of Budget & Management Services and the City Controller’s Office for items related to the employee health benefits fund and all relevant accounting and budgeting.
• Formulates and implements standard accounting methods, system procedures, forms, financial reports, and records.
• Completes all accounting data entries, recommends improvements, and assists in execution of Human Resources accounting practices.
• Monitors and audits all of HR’s budget; to include departmental budgeting and the employee health benefits fund in all relevant systems (AMS, Oracle, Workday, etc.).
• Works with HR Leaders to track budgets related to Benefits, department resources, special projects, tracking enhancements, etc.
• Implements standardized project management tools and resources to lead projects related to employee benefit deductions, Human Resources, Benefits, and Wellness products for City of Dallas employees.
• Collaborates with HR Contract Analyst on all contract amendments, AAs, RFPS, proposals, and/or procurement of services.
• Secures appropriate signatures and prepares payment as requested by vendor (i.e., wire, deposits, credit card, check, etc.).
• Researches, reconciles, and monitors HR invoices and claims to assist leadership to ensure effective and efficient services are being completed.
• Performs research and statistical analyses to assist in the development of preparing standard and customized reports for budgeting and planning purposes on platforms such as Oracle, Advantage Workday, or Access.
• Prepares memos, monthly reports, agendas, and presentations for benefit-related services to communicate business results effectively and clearly to Human Resources leaders and interested parties.
• Creates monthly FTAs and serve as a primary contact for benefits budget and vendors.
• Performs other related duties as assigned.

EDUCATION:

• Bachelor’s degree in a human resources, accounting, public administration, business, or healthcare field.

EXPERIENCE:

• Three (3) years of experience in budgeting, accounting, accounts payable or employee health benefits (administration, data analysis, accounting and/or contract management).

EQUIVALENCIES:

• High school diploma or GED plus seven (7) years of the required experience will meet the education and experience requirements.
• An associate degree in any field plus five (5) years of the required experience will meet the education and experience requirements.
• A bachelor’s degree (or higher) in a non-specified field plus five (5) years of the required experience will meet the education and experience requirements.
• A master’s degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements.

PREFERENCE:

• Accounting and/or budgeting for human resources/health benefits areas preferred
• Experience working for government entities is a plus

• Knowledge of Generally Accepted Accounting Principles (GAAP) and accounting practices.
• Knowledge of federal and state regulations regarding management of employee benefits, principles of accounting, and experience with program and project development is a plus.
• Knowledge of Advanced Management Systems (AMS) – Accounting, Oracle, Salesforce procurement modules, and other systems engaged by the City of Dallas.
• Knowledge of Employee Health Benefits accounting.
• Must possess strong communication, interpersonal, and organizational skills, as well as the ability to multitask, prioritize, meet deadlines, and be a team player.
• Ability to establish and maintain an effective working relationship with all levels of management, City officials, vendors, other government agencies, employees, and the general public.
• Ability to understand health benefits analytics, procurement, and contracts processes, and use basic business statistics.
• Ability to prepare clear and concise reports and presentations for City Leadership.
• Ability to learn new software programs, including Access, AMS – Accounting and Data Entry, Excel, Microsoft Office, Oracle, PowerPoint, and Workday.
