DUTIES & RESPONSIBILITIES:
Assist with the planning, coordinating and administering employment processes, compensation and benefit programs, and trainings; collect and analyze HR data to determine improvements and provide guidance in these areas.
Serve as an information source for a variety of employee questions; communicate compensation, benefits and organizational policies.
Ensure that the City Departments are in compliance with all federal, state, and local laws, and internal audit requirements.
Manage the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service and staffing levels; allocate resources accordingly.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvements; direct the implementation of improvements.
Represent the Human Resources Department to other City departments and a variety of outside agencies and the general public in acquiring and providing information and coordinating services and activities; explain and interpret Department programs, policies, and activities.

QUALIFICATIONS: (A combination of the following experience and training would be qualifying):
A minimum of Three years of progressively responsible human resource experience.
Prior municipal experience is preferred.
Possession of an appropriate, valid driver license.
Professional in Human Resources (PHR) certification is preferred.
Knowledge and level of competency commonly associated with the completion of a bachelor”s degree in a course of study related to human resources or a related field.
