Under the executive direction of the First Deputy Commissioner and with wide latitude for exercising independent judgment and action, the Assistant Commissioner for Communications has oversight responsibility for the management of all aspects of a large public safety emergency communications system, including but not limited to Fire dispatch operations, emergency medical dispatch operations, and Field Communications. Manage Fire and EMS dispatch, administrative, professional, technical and clerical personnel in the Bureau of Communications. Manage the FDNY’s communications facilities, systems, and equipment; support Fire Department initiatives, either solely or in close coordination with other City agencies, to design, procure, install, modify and/or repair its emergency communications systems, subsystems and infrastructure. Direct and coordinate preparation of and justification for the Bureau of Communications’ capital and expense budgets. Oversee consultant contract reviews for all emergency communications projects.

Ability to communicate and deal effectively with senior level staff of the Fire Department, city agencies, including but not limited to the Mayor’s Office of Operations Office of Labor Relations Office of Management and Budget the Mayor’s Office of Contracts the Law Department Police Department Office of Emergency Management Department of Information Technology and Telecommunications Department of Design and Construction and Federal, State, and private sector organizations concerning emergency communications and other Department activities. Ability to work efficiently and effectively under pressure, under emergency conditions, and meet strict deadlines. Broad knowledge of the public safety emergency communications field, including dispatch operations design and operation of Computer Aided Dispatch (CAD) systems and the design and operation of emergency services communications systems (including land mobile radio systems, mobile data communications systems and systems related to 9-1-1 call processing and dispatch). Knowledge of the functional responsibilities of all units within the Bureau of Communications and other Department Bureaus, Offices and units. Ability to direct personnel in development of project plans, work schedules, and management of numerous mid and large scale projects. Broad knowledge of City Government. Exceptional communication skills.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
