The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia – increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
The Business Analyst reports to the Enterprise & Governance PMO Operations Manager. This role is responsible for guiding the success of the technology and services related to various business processes that align with the City’s technological strategic priorities and future-state agile, digital city experience. Working with cross-functional technology teams and business process stakeholders, they will oversee technology related business process initiatives from requirements through implementation, assessment, testing, and continuous enhancement. In this role, the Business Analyst will be the ‘voice of the customer,’ focusing on needs, expectations, understandings, and desires of the OIT and business process stakeholders to improve processes and increase satisfaction.
As a member of the Enterprise and Governance PMO, the Business Analyst is expected to uphold the organization’s mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within the Enterprise and Governance PMO.

Qualifications
We care more about what you can do than where you learned how to do it. That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well. The ideal candidate will have at least three years of experience with business analysis as well as working on and/or leading project teams.
Additional Information
Salary Not to Exceed: $75,000
Starting salary to be determined based on experience and qualifications.
