The Office of Reentry Partnerships (ORP) was formed in August 2019 and charged with elevating and organizing citywide reentry efforts supporting the goals for violence prevention, criminal justice reform, and community reinvestment. ORP’s mission is to empower returning citizens, partner organizations, and the public to interrupt cycles of recidivism and build thriving communities. As Philadelphia’s hub for reentry referrals, resources, and training, the goals of the Office of Reentry Partnerships are to: 1) Set a clear vision and direction for a measurable citywide approach to improving reentry outcomes; 2) Drive and sustain an unprecedented level of coordination between the local government, other government partners, service providers, education and training programs, employers, and community members; and 3) ensure that City reentry initiatives are research- and data-driven.
The Office of Public Safety (OPS) was launched in 2024 to make communities safer, improve public perceptions of safety, and help communities heal from the traumas of violence. In pursuit of those goals, OPS coordinates multi-disciplinary public safety efforts across City government and with community and institutional stakeholders. Currently, OPS has over 100 staff and is home to five individual offices: Office of Criminal Justice, Office of Safe Neighborhoods, Office of Reentry Partnerships, Office of the Victim Advocate, Town Watch Integrated Services, and Office of Community Partnerships.
Job Description
ORP will provide all aspects of developing a performance measurement system and monitoring system to ensure program fidelity at all stages of program implementation. In this capacity, ORP Data Analyst will design the performance assessment and program fidelity plan; oversee the development of the data collection protocol, including Efforts To Outcomes (ETO), develop and participate in training programs; develop policies and procedures and related forms; monitor implementation for program fidelity; participate in technical assistance site visits with Program Manager; and participate in funder required meetings if chosen as part of the national evaluation with Urban Institute.
