Agency Description

The Office of Reentry Partnerships (ORP) was formed in August 2019 and charged with elevating and organizing citywide reentry efforts supporting the goals for violence prevention, criminal justice reform, and community reinvestment. ORP’s mission is to empower returning citizens, partner organizations, and the public to interrupt cycles of recidivism and build thriving communities. As Philadelphia’s hub for reentry referrals, resources, and training, the goals of the Office of Reentry Partnerships are to: 1) Set a clear vision and direction for a measurable citywide approach to improving reentry outcomes; 2) Drive and sustain an unprecedented level of coordination between the local government, other government partners, service providers, education and training programs, employers, and community members; and 3) ensure that City reentry initiatives are research- and data-driven.

The Office of Public Safety (OPS) was launched in 2024 to make communities safer, improve public perceptions of safety, and help communities heal from the traumas of violence. In pursuit of those goals, OPS coordinates multi-disciplinary public safety efforts across City government and with community and institutional stakeholders. Currently, OPS has over 100 staff and is home to five individual offices: Office of Criminal Justice, Office of Safe Neighborhoods, Office of Reentry Partnerships, Office of the Victim Advocate, Town Watch Integrated Services, and Office of Community Partnerships.

Job Description

ORP will provide all aspects of developing a performance measurement system and monitoring system to ensure program fidelity at all stages of program implementation. In this capacity, ORP Data Analyst will design the performance assessment and program fidelity plan; oversee the development of the data collection protocol, including Efforts To Outcomes (ETO), develop and participate in training programs; develop policies and procedures and related forms; monitor implementation for program fidelity; participate in technical assistance site visits with Program Manager; and participate in funder required meetings if chosen as part of the national evaluation with Urban Institute.

Essential Functions

• Responsible for collaborating with the contracted Program Evaluator, Technical Assistance Provider, and the Department of Justice to facilitate the program evaluation and outcomes measurement activities.
• Develop the Online Participant Tracking System for full compatibility with in-house software
• Utilizing software monitor and document program implementation to ensure fidelity is maintained.
• Create and oversee the performance measurement and project fidelity plan.
• Meet with DD or Project Manager ongoing to coordinate all training programs and site visits.
• Be active in all aspects of program start-up at the beginning of each contract year to ensure program is firmly in place.
• Review all implementation plans for fidelity and overall program as described in application to DOJ.
• Enable ETO to accept participant enrollment and attendance once implementation is approved.
• Assist DD or Project Manager with coordinating all aspects of the program kickoff training/meeting
• Develop comprehensive program policies and procedures and provide training.
• Develop and maintain pre and post surveys to track prescribed performance measures. Scan process pre and post survey results and produce report in DOJ/BJA in prescribed format.
• As needed by Deputy Director Reentry Services and or Project Manager or designee assist in coordinating the selection of the grantee and sites in compliance with approved Cooperative Agreement.
• Using software, assist in preparation of funder reports.
• Produce end of year report and executive summary of findings.
• If ORP is selected for national evaluation, serve as liaison to national evaluator to coordinate program fidelity, program participation outputs, and performance measurement outcomes to the evaluator.
• Assist DD or Project Manager in submitting all core materials/reports for use in the project to DOJ/BJA and TA Team for review and approval prior to use in the project.
• Collaborates with program evaluation consultant to tabulate and analyze data.
• Lead ORP activities to use the data for continuous performance improvement internally and with program partners.
• Work with Cluster Data Analyst in various aspects
• Assists with developing final outcomes reports.
• Attends DOJ training activities related to orientation financial management and reporting performance reporting
• Perform other related duties as required.

Qualifications

Required:

• Bachelor’s degree in social work, human services, business, public policy, or other related field preferred
• Minimum three years of experience evaluating and improving program or operational performance in a non-profit or government setting. Prior experience in program evaluation/outcomes measurement is required.
• Direct experience with applied research techniques
• Five years data analysis and document management experience.
• Proficient knowledge of Government Grants
• Ability to travel to program site(s) throughout Philadelphia, PA.
• Mastery of Excel and PowerPoint a must.
• Experience conducting quantitative and qualitative analysis.
• Experience designing, distributing and analyzing satisfaction surveys.
