The City of Portland is seeking a Portland Streetcar Training & Development Analyst to join the Portland Bureau of Transportation. Are you detail oriented with a background in in electrical/electronic systems applicable to rail systems? Do you have a passion for transportation and training?
What you’ll get to do:
Implement and monitor training development work plans to achieve goals and objectives
Develop standard operating procedures, update operating procedures, and Rulebook material
Certify all department personnel on operating a Streetcar
Assist with meeting State and Federal audit requirements
Support the Safety Risk Officer with document and program development
This position is considered essential during weather and emergency events. As a safety-sensitive public transportation position- the employees in this division are subject to random drug and alcohol testing.

The Streetcar Operations Training and Development Analyst position is considered an essential position. This position is expected to report to work in-person to help ensure the essential operations of the City’s transportation infrastructure. Additionally, employees are expected to work effectively with a culturally diverse workforce and to recognize the value of and cultivate cultural diversity in the workplace.
To Qualify
Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications: The following are the knowledge, skills, and abilities that the bureau has identified as critical and your resume should include/highlight these areas:
Ability to apply, develop, and implement training plans pertaining to transit rail operations in compliance with State and Federal Program Standards
Experience with rail transit operations including: signaling systems, operation of rolling stock equipment, and operating under adverse conditions
Experience interpreting, applying, and explaining relevant federal, state and/or city laws applicable to streetcar operation and safety
Knowledge of equity and inclusion and working within a diverse population
Knowledge of Safety Management System (SMS) practices within a transit agency.
Applicant Must Also Possess:
A CDL or have the ability to obtain one within 6 months of employment.
