NATURE OF WORK
The purpose of this position are to facilitate the efficient utilization of vehicular Parking facilities and spaces, to assist in providing for the public’s safety by maintaining vehicular and pedestrian sight distances and the related purposes of other Parking regulations and to notify dispatch of potential requirements for other public safety services. These objectives are accomplished by verifying the display of appropriate signage, markings in traveled ways or other public notice, monitoring vehicular use of Parking spaces, taking enforcement actions such as issuing written notices of violation with their associated fines and disabling vehicles by approved procedures and methods, recording issued tickets for subsequent collection and generally observing areas patrolled for suspicious activity or conditions. This work is subject to review according to the City’s personnel plan through observation, reports and the results achieved.
EXAMPLES OF ESSENTIAL JOB FUNCTIONS
The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. 1. Patrol assigned Parking enforcement areas by walking or travelling in authorized vehicles giving special attention to sidewalk, street or traveled way conditions, surrounding pedestrian and vehicular activity and the view of these conditions from the prospective of the travelling public. Takes the appropriate actions to provide for his/her personal safety.
2. Monitors the use and misuse of Parking by individual vehicles with approved, non-destructive tire markings, time-metered spaces and other means as appropriate.
3. Observes areas patrolled for suspicious activity, conditions or potential hazards and in a timely manner notifies dispatch by radio, telephone and/or in writing of these observations.
4. Explains Parking regulatory requirements to customers.
5. Post No Parking and Reserved Parking signage.
6. Assists with snow removal operations, including tagging vehicles for removal, conferring lists of tagged vehicles to the Enforcement Team Supervisor, shoveling snow around Parking meters, snow-blowing sidewalks and/or applying salt or deicing chemicals as delegated.
7. Keeps the sidewalks clean of trash and debris.
8. Assists with School Crossing Guard program as directed, including taking training and acting as a crossing guard as assigned.
EXAMPLES OF OTHER JOB FUNCTIONS
1. Makes note of and reports for corrective action malfunctioning Parking meters and other defective
Parking control markings and devices.
2. Prepares evidence of violations, the associated conditions and testifies to official actions taken as may be required.
3. Advises the Parking Enforcement Foreman and other responsible persons of observed defects in the
City’s Parking ordinances and regulations and of unusual circumstances encountered in the performance of work.
4. Performs other duties and responsibilities as may be assigned.
ENVIRONMENT, WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT
Work is performed outside in all types of weather and in typical office and court environments which may not be handicapped accessible. The work is primarily of a physical nature, requiring the ability to walk and be on one’s feet all day. Must be able to carry and operate a hand-held tablet and electronic violation printer device, and reach across a vehicle hood to place tickets on windshields. Position does require in-person contact with the public and customers and daily contact with co-workers. Purpose of contact is to answer questions, concerns or related issues. Work is performed mainly outdoors and can be noisy at times.
REQUIRED KNOWLEDGE, SKILLS AND CAPABILITIES
The successful applicant, after initial training, must consistently demonstrate a(n):
1. Thorough knowledge of the City’s Parking ordinances, the extent of regulated Parking areas, required signage and the procedural operation of the Parking enforcement system e.g., how to issue Parking tickets, assist customers with alternative payment methods, appeal procedures and Parking space lease arrangements.
2. Strong ability to explain to customers, without arguing, the requirements of the City’s Parking ordinances and regulations, operational reasons for their adoption and the alternatives available to customers to satisfy their Parking needs.
3. Strong resolve and conduct in the equitable enforcement of the City’s Parking control ordinances and good skills in handling a wide range of personalities encountered during Parking enforcement operations, including hostile and/or belligerent individuals.
4. Ability to maintain certification in computer ticketing operations.
5. Strong personal example to encourage others to provide a high level of service to external and internal customers.
6. Ability to communicate effectively with customers, employees, City officials and other agencies orally, in writing and by listening in the activities of conversation, discussion, instruction, presentations, notes, memorandum and reports.
7. An ability to establish and maintain effective working relationships with the courts, City and other agencies, other employees and customers.
MINIMUM REQUIRED QUALIFICATIONS
An applicant for this position must be a high school graduate or have earned a graduate equivalent diploma
(GED) and have a demonstrated ability to proficiently operate hand held computer ticketing machines prior to the conclusion of his/her probationary period.
