City of Saco Hiring for Tax Collector at Saco, ME Full Time

The City of Saco is seeking a Tax Collector in our Finance Department. An employee of this class is responsible for the collection and recording of City funds. Work involves tax collection, maintaining liaison with City departments and the general public, and supervising Finance Customer Service staff. Performs a variety of routine and complex tasks in association with collecting real estate, personal property and excise taxes for the City. Monitors receipts and disbursement of City funds by reviewing contracts, claims, and receipts, assuring accurate accounting of monies received.
ESSENTIAL DUTIES & RESPONSIBILITIES

• Upon receipt of the tax commitment from the Assessor, is responsible for the preparation of the tax bill files to give to the outside contractor, to print the actual tax bills.

• Supervises and is responsible for the collection of all monies by Finance Customer Service staff.

• Oversees preparation and mailing of notices, collection of property taxes, filing of tax liens and discharges and related activities.

• Advises responsible parties of past due taxes, tax and sewer liens and foreclosures, and maintains all records.

• Oversees processing of registrations for automobiles (including online functions with the state), ATV’s, snowmobiles, and boat registrations. Assesses values and calculates tax data on all vehicles.

• Performs duties of Agent for Bureau of Motor Vehicles and Inland Fisheries and Wildlife, including processing daily and weekly reports for BMV and IFW; keeps current on all electronic data from State agencies.

• Prepares all reports for tax collections and reports to the State on excise taxes and all registrations of motor vehicles, recreational vehicles, and boats.

• Establishes and maintains proper supporting documentation and files for the tax collection process such as daily tax receipts, tax receivable records, liens and lien records, bankruptcy records, tax abatements and supplements etc. Prepares all necessary audit schedules. Prepares an annual list of personal property tax accounts that require Council action for write off.

• Prepares monthly reports of all tax collections and other receivables.

• Undertakes the appropriate collection efforts for outstanding real estate taxes, i.e., the lien process and foreclosure process outlined in state statutes, as well as Personal Property taxes.

• Investigates and resolves all tax related collection problems. Answers all types of tax related inquiries from taxpayers, mortgage companies, etc.

• Assists with counter traffic, when necessary, i.e., payment of all taxes, miscellaneous accounts receivable, etc. Also, assists in answering the telephones within the Finance Office.

• Maintains inventory of Department of Motor Vehicle and Inland Fisheries and Wildlife (IF&W) stickers, plates and forms; Also keeps up on the latest electronic processing of registration downloads from Rapid Renewal.

• Process tax data for Financial Institutions, download electronic payments from Financial Institutions and other sources; Processes Abatement/Supplemental Taxes and maintains log of entries, also maintains and verifies Tax Pre-payments.

• Research payments and processes lien discharges and quit claim deeds; Research at Registry of Deeds for compliance with filing of liens.

• Responds to telephone requests.

• Monitors tax information, and completes necessary forms, written and electronic, for various agencies and lending institutions, as necessary.

• Prepares and reconciles registration reports and accounts.

• Regularly responds orally and in writing to media and citizen inquiries and complaints.

• Makes available all records and deposits for inspection and audit as directed or required.

• Performs other related work as required.
