The City of Stockton is currently seeking to fill one (1) vacancy in our Municipal Utilities Department for the position of Assistant Engineer.
MUNICIPAL UTILITIES DEPARTMENT
Under general supervision from a Senior or Associate Civil Engineer, incumbent will be responsible for a variety of engineering work in connection with the design and construction of public works projects. Projects include, but are not limited to drainage, water, and wastewater collection, distribution and treatment system improvements. Incumbents should have knowledge and experience related to the distribution and treatment of drinking water, the collection and treatment of sanitary sewer and collection of storm sewer. Knowledge of sewer pump stations and sewer and water treatment plant processes is a plus.
The successful candidate will work a City of Stockton 9/80 schedule: 7:30am to 5:00pm Mondays through Thursdays; 7:30am to 4:00 Fridays, with alternating Fridays off.
In addition, this list may be used to fill future vacancies in one of the engineering sections of the Public Works Department as described below:
PUBLIC WORKS DEPARTMENT
Capital Improvement Section
The Capital Improvement Program (CIP) section of Public Works delivers a wide variety of projects including, but not limited to, street improvements, bridges, traffic signals, pedestrian and bicycle facilities, sanitary sewer systems, storm drainage systems, building renovations and more. The CIP Section seeks ambitious and enthusiastic engineers to work within one of the various high performing diverse teams in the CIP Section. Under general supervision, employees in this section work in a team environment to complete multiple CIP projects through the stages of planning, environmental, design, and construction stages of project development. Successful candidates will be responsible for procuring consultants, negotiating contracts, managing contracts, reviewing plans, specifications, and estimates (PS&E), managing budgets, and ensuring compliance with procedures associated with various funding sources. CIP is a fast paced, team oriented environment where knowledge and skills are shared to benefit the ultimate delivery of the Capital Improvement Program for the City.
Traffic Engineering Section
The Traffic Engineering section of the Public Works Department delivers projects and programs to improve the traffic safety of the streets in the city. It also manages a Traffic Management System that consists of traffic signals, video cameras, and fiber optic communication network between signals across the city and the Traffic Management Center (TMC). The Traffic section seeks ambitious and enthusiastic engineers to work within one of the various high performing, diverse and inclusive teams in the Traffic Engineering Division. Under general supervision and with the support of other team members, employees in this section are involved in managing traffic engineering projects and transportation programs, collecting and analyzing traffic data, preparing staff reports for Council approval, reviewing traffic related plans and studies, representing traffic engineering in coordination meetings with other City departments or outside agencies, assessing traffic related complaints and providing recommendations, reviewing development improvement plans, and assisting to manage the TMC.
Operations and Maintenance Section
Engineers in the Operations and Maintenance (O&M) section of Public Works are responsible for the overall evaluation and maintenance of the City’s infrastructure comprised generally of facilities, parks, roads, signalization systems, and bridges. O&M engineers prioritize maintenance priorities and work closely with other engineers in the department to collaborate on various projects and priorities. The O&M section of Public Works seeks engineers who desire to work in a quick-paced, diverse, team-oriented engineering section. Under general supervision, employees in this section work on progressively complex tasks needed to complete O&M projects through the stages of planning, environmental design, and construction. Engineers are responsible for preparing and reviewing plan specifications and estimates, procuring consultants, negotiating and managing contracts, inspections, managing budgets, and ensuring compliance with procedures associated with various funding sources. O&M is a fast paced and highly collaborative environment where employees work together to share knowledge and skills to benefit the ultimate delivery of O&M projects that maintain the Cities overall infrastructure.
Incumbents in this position are included in the Civil Service system, and are in a “for-cause” employment status represented by the Stockton City Employees’ Association bargaining unit. (Classified/Represented)
This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.
This list may be used to fill future vacancies in the Municipal Utilities Department or Public Works Department.
Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting and a medical examination which includes a back evaluation.
Under general supervision, performs a variety of professional engineering or surveying field and office work of a routine to complex nature, including development review, design and/or inspection of public works projects, and design and modification of traffic control devices; may develop recommendations for coordinating traffic improvement projects; performs related duties as assigned.
CLASS CHARACTERISTICS
This is a deep class in which incumbents may be assigned to any level, provided that they possess the required education, license and experience, and successfully demonstrate proficiency which meets the qualifications for the class to which they are to be assigned. This class is distinguished from the Senior Civil Engineer in that the latter has overall responsibility for a section of the Engineering Division.
PRINCIPAL DUTIES (Illustrative Only)
Reviews, examines, and evaluates subdivision master plans and improvement plans for water, sewer and storm system compliance with City standards and codes and/or the Subdivision Map Act.
Reviews and/or prepares subdivision agreements, parcel and subdivision maps, legal descriptions, correspondence, and/or plans and specifications for public works and private projects.
Designs, prepares, and/or reviews drawings and engineering specifications for routine to complex capital improvement projects and/or other public works construction projects such as streets, water facilities, storm drainage, traffic signal, sanitary sewers, sidewalks, and street lights.
Conducts contact bid openings for public works projects, including review and approval of bid documentation; administers applicable ordinances relating to project requirements.
Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.
Reviews and writes legal descriptions and record of surveys and certifies accuracy and compliance with the Land Surveyors Act.
Verifies contract compliance of Capital Improvement Projects and subdivision improvements for final acceptance by the City.
Develops or assists in the development and implementation of computer applications related to survey work.
May plan, organize, and oversee City survey work and/or direct the work of field survey crews or multiple parties in conducting preliminary, location, construction, property, topographic, and other precise surveys.
In the capacity of registered Land Surveyor, signs maps, legal descriptions, and other documents as required.
Assists in the development of advanced planning and budgets for capital improvement projects; prepares required Council agenda materials and other written documentation.
Performs routine to difficult engineering analysis, evaluation and design of plans for traffic control devices and channelization; oversees the installation of the more difficult plans.
Researches, reviews, analyzes and makes recommendations concerning engineering, project costs, operations, and control aspects of major land development proposals including EIR’s and other documentation.
Researches and recommends methods of financing various improvements, including the use of assessment districts and areas-of-benefit.
Evaluates and responds to public requests for traffic control device changes; prepares recommendations and necessary correspondence.
Coordinates and establishes priorities for the maintenance of traffic control devices and street lighting.
Confers with a variety of public and private officials on traffic related issues; interprets and administers applicable laws and ordinances.
May function as project engineer or project leader on civil or traffic engineering projects.
May coordinate, direct, review and evaluate the activities and performance of assigned staff.
MINIMUM QUALIFICATIONS
Education/Experience
Possession of a Bachelor’s degree from an accredited four (4) year college or university with major course work in civil engineering or a closely related field, or possession of a valid California registration as a Licensed Land Surveyor
AND
two (2) years of engineering experience in design, development review, construction, or traffic planning or operations.
Other Requirements
Must possess a valid California driver’s license.
Specified positions may require a willingness to work out of doors in all weather conditions and physical strength to lift and carry equipment weighing up to 60 pounds.
Knowledge of:
Principles and practices of civil and/or traffic engineering design and construction;
Basic supervisory principles and practices;
Principles and practices of contract administration and project management and evaluation;
Applicable principles and practices of engineering as related to survey work;
Surveying principles, practices, and equipment applying to construction, property, and topographic surveying;
Real property legal descriptions;
Applicable codes, regulations, standards and safety practices;
Construction materials, methods and equipment;
Computer user applications as applied to the solution of engineering problems; and
Engineering mathematics.
Skill in:
Performing detailed and complex engineering analysis of designs, specifications and plans;
Applying engineering principles and techniques to the solution of simple to complex civil and/or traffic engineering problems;
Scheduling, assigning, directing and reviewing the work of others;
Exercising sound judgement within established guidelines;
Dealing tactfully and effectively with the public, City staff, engineering firms, contractors, developers, manufacturers and outside agencies;
Preparing clear, concise and accurate reports and correspondence;
Analyzing complex civil and/or traffic engineering data and reports, evaluating alternatives and reaching sound conclusions;
Analyzing complex field surveying problems, evaluating alternatives, and reaching sound conclusions; and
Understanding, interpreting, preparing, and recording survey data, field notes, maps, legal descriptions, and related documents.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best meet the needs of the City, will be invited to participate in the examination process, which may include a written and/or practical examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates’ names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
