NOTE: This is a Non-Civil Service Temporary Appointment with a Not To Exceed (NTE) Date of: April 2028.
The purpose of the Climate Resiliency Manager is to advise and assist on the administrative/fiscal management of the funds in accordance with federal guidance and will serve as the central accountability point of contact for climate adaptation and projects to increase infrastructure resilience. The Climate Resiliency Manager will ensure that strategies are implemented across asset management and operations, and HDOT continues pursuit of sustainable programs targeted at mitigating the impacts of climate change increasing the resilience of surface transportation systems.

Project Assessment and Evaluation
1. Identify projects that fit the eligibility requirements for Infrastructure Investment and Jobs Act (IIJA), 2021 and the Inflation Reduction Act (IRA), 2022 funds; coordinate assessments of the economic impact of these potential projects with stakeholders such as the Governor’s Office, the Department of Business, Economic Development, etc.
2. Research, compile, and evaluate land use ordinances, state laws, general development plans, state plans, and other land uses when preparing proposals and recommendations for projects to be implemented using funds.
3. Review and analyze relevant data, identify data gaps needed to prepare recommendations, and draw conclusions based on their analysis. Prepare findings to support the obligation of IIJA and IRA funds.
4. Conduct presentations on prospective projects, including feasibility and other findings, to the Deputy Director and other stakeholders; schedule and present development issues, proposed plans, and information before various audiences including community groups, other government agencies, and the general public to solicit participation in the development process.
5. Coordinate all project assessment and evaluation activities with the Deputy Director and other appropriate parties as determined by the nature of the project.
Project Planning and Management
1. Plan and coordinate the procurement of studies including, e.g., developing marketing strategies, traffic studies, environmental assessments, structural soil studies, survey and topography, etc.
2. Prepare leasing agreements with special conditions and use. Facilitate financial feasibility assessments including appraisals, financial analyses, cost estimates and pro-forma for development of projects considered for IIJA and IRA funds.
3. Serve as the project manager for assigned requests for proposals (RFP) and coordinate the advertisements for bids related to project funds; review and evaluate proposals and bids; recommend selection of consultants and contractors; conduct meetings with consultants and contractors to negotiate terms and conditions of agreements; administer assigned contracts.
4. Manage all phases of assigned projects: plan implementation, project coordination, scheduling, conduct of meetings, establish and maintain budgets, establish and adhere to project timelines, establish goals and project evaluation criteria, and preparation of reports to management.
5. Manage a team of consultants or assigned Departmental personnel to coordinate approvals needed from government and public stakeholders in accordance with federal, state, and county statutes.
General Duties and Work Planning
1. Develop quarterly and annual work plans setting forth objectives, work activities, schedules, priorities, major problems, and resources required; manage priorities under established policies and procedures.
2. Support the development of biennial and annual operating and capital improvement budgets for the division, including the development of expenditure plans.
3. Direct and support personnel in carrying out approved work plans, preparing special reports and periodic reports on status of projects.
4. Participate in developing legislative proposals, preparing testimony on proposed legislation, and reviewing and commenting on legislation passed; and participate in developing or revising administrative rule.
5. Coordinate work with the Deputy Director, Administrators, and applicable branch managers, e.g., Design, Traffic, Planning, Right-of- Way, Support Services, etc.
6. Prepare reports, public hearings presentations, and correspondence responding to inquiries related to project development and marketing.
7. Develop internal work processes, practices, and forms.
Knowledge of:
Principles and practices of evaluation techniques; budget formulation and execution; personnel, fiscal and purchasing management; office practices and procedures; general knowledge of governmental financing and capital improvement analysis.
Skills/Abilities to:
Ability to plan, organize, and manage various administrative services, including financial planning and management; read and interpret statutes, administrative rules, technical manuals, instructions, policies, and procedures; apply principles and procedures of written materials to work processes; manage time and resources to meet deadlines; deal tactfully and effectively with people and maintain effective working relationships with internal and
external parties; and employ clear and effective written and spoken communication.
Education:
Graduation from an accredited college or university with a bachelor’s degree.
Experience:
Four (4) years of responsible experience which demonstrates the ability to perform administrative assignments involving two or more functional areas such as budget formulation, fiscal management and financial planning, participation in the development of policies, management and execution of a major program or project, and contract procurement and administration.

Paid Holidays
Eligible for 13 paid holidays each year; 14 holidays during an election year.

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Retirement Plan
The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan
Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts
Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits
Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.
Temporary Disability Insurance
Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.
Social Security
As an employer, the State also contributes to an exempt employee’s social security account.
Training & Continuing Education
The State supports developmental activities related to an exempt employee’s work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.
Travel Expenses
The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
Union & Collective Bargaining
Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
