Position Summary
Under the guidance of the Associate Director, Human Resources, the Human Resources Manager will work on a broad range of human resources services in support of the Columbia Health mission. This position plays an integral role in ensuring Columbia Health human resources functions are delivered efficiently and effectively. The incumbent will have broad engagement and serve as a primary point of contact for all classes of employees within Columbia Health. The HR Manager will manage day-to-day responsibilities associated with personnel searches, performance management, labor and employee relations, new hire onboarding, leaves of absence, and other HR functions. They will respond to employee inquiries, appropriately interpret University policies, and partners with the Associate Director to formulate and execute Columbia Health strategic HR objectives.
Responsibilities
Onboarding 40%
Manage the onboarding program including new hire flow from point of offer acceptances, new hire orientation including feedback for employee’s initial 90-180 days.
Collaborates with the Associate Director to design and maintain onboarding process documents and onboarding resources for HR, new hires, and hiring managers. Actively engage in continuous improvement to ensure efficient onboarding, orientation, and off boarding. Gathers and analyze data on new hire onboarding experience to identify and recommend opportunities for process improvements.
Develops engagement opportunities for new employees to engage with peers as part of their onboarding journey and connect new employee with key information, resources, and people within the organization via the onboarding process.
Manage pre/post hire functions including references, background checks, occupational health, University COVID-19 compliance, UNI, ID cards, collecting and reviewing new hire documents, issuing credentialing package to clinical staff, obtain and review clinical licenses and credentials, creates personnel and clinical credentialing files; works with Columbia Health Communications to update staff directory; updates and maintains Columbia Health’s organizational chart.
HR Administration 40%
Administers HR processes across the employee experience life-cycle, including recruitment, staff development, employee/labor relations, performance management, engagement and retention, and HR compliance in alignment with Columbia Health objectives and University policies. Ensure the highest standards of excellence through employing HR service delivery best practices.
Provides consultation and guidance regarding HR policies, best practices, and strategies for managing complex HR issues under the guidance of the Associate Director.
Manage and transacts components of the talent acquisition process [planning, sourcing, screening, interviewing, and selection/hiring] including posting positions using Columbia’s job site (Talentlink); ensue all recruitment activities are in compliance with University recruitment and affirmative action and labor policies/contracts; utilizes effective methods for sourcing candidates for clinical and non-clinical positions.
Responsible for accurate position status for all positions in TalentLink including status update to the applicant pool for filled positions.
Works with hiring managers to implement a centralized process for hiring student casuals and temporary staff.
Serves as a primary contact to department managers to manage day-to-day personnel issues and for providing proactive human resources services. Responds to inquiries regarding policies, procedures, and resolve issues for internal and external customers.
Assists in the implementation of strategies for facilitating organization and behavioral change and collaborate with the Associate Director to support initiatives by understanding Columbia Health’s objectives, issues, and needs.
Participates in the collection, analysis, and application of employment data metrics (advertising effectiveness, turnover, diversity and inclusion, and other key elements).
Creates and maintain credentialing and personnel files in conjunction and compliance with applicable accrediting bodies, CUHR, EOAA, local and state employment laws.
Provides support to the Associate Director and leadership on employee and labor relations issues including effective, thorough, objective, confidential employee and workplace investigations; partner with CUHR Senior Business partner, Labor Relations, EOAA, and OGC as necessary to implement appropriate plans of action and appropriate disciplinary action.
Manage employee disciplinary and grievance including meeting with union representatives, participating in grievance hearings, mediating disputes and resolving issues with Labor Relations and the union; advise hiring managers on appropriate resolution to sensitive employee relations issues and recommend and facilitate effective solutions in alignment with applicable policies and collective bargaining agreement.
Provides expertise for effective performance management including coaching on positive employee relations as well as appropriate strategies for handling performance issues.
Manage employee leaves of absences requests and workplace accommodations and ensure accurate recordkeeping. Serves as a liaison between employee, management, the Leave Management office or other involved offices to facilitate communication and the return to work process. Responsible for reporting workplace accidents.
Fosters and maintain positive working relationship through proactive communication with key stakeholders including but not limited to employees, leadership, payroll, leave management, CU-Temp, and CUHR.
Provides guidance and counsel managers and employees on employment related issues such as policy interpretations and performance concerns. Confers with and coaches managers on performance management, employee morale issues, effective management techniques, leadership development, team building and other work-related issues to improve the efficient and effective operation of Columbia Health programs.
Cross train and function as backup to manage and process payroll for all classes of employees within Columbia Health. [Initiates and process template-based hires and corrective Personnel Action Forms (PAF) in Peoplesoft, add comp payments, payroll changes, terminations; collaborate with HRPC to resolve TLAM time entries and accruals etc.,] 15%

Minimum Qualifications
Bachelor’s degree required.
Requires a minimum of 4-6 years as a Human Resources Generalist in healthcare, higher education, or related field.
Demonstrated knowledge of human resources policies and functions including HR systems.
Excellent communication skills, both written and verbal required.
Must be able to manage highly sensitive and confidential information with tact and integrity.
Highly analytical with strong problem-solving skills and ability to convey complex policies, procedures, and compliance information effectively and diplomatically to all levels of staff.
Must be pro-active, detail and task-oriented with a positive and exceptional work ethic.
Ability to exercise a high degree of professionalism to work effortlessly and efficiently with all levels of staff in a respectful manner, while appreciating an inclusive workforce.
Must promote and demonstrate a high level of integrity, accountability, and dedication to the core values of Columbia Health.
Demonstrated proficiency in Microsoft Office applications (Outlook, Excel, Word, PowerPoint, Visio) and with applicant tracking systems and HRIS. Comfortable with learning and embracing new technology
Preferred Qualifications
Knowledge of Columbia University policies, procedures, and systems
Familiarity with Columbia financial systems (ARC), human resources systems (TalentLink), labor accounting (PAC)
Familiarity with accrediting body (AAAHC)
