Position Summary:
Under the direction of the Chief Human Resource and Training Officer, the HR Talent & Recruiting Manager develops recruiting strategies and leads recruiting staff. They promote hiring practices that maximize the organization’s ability to attract, select and retain top talent to meet current and future staffing needs. This position oversees and leverages best practices in talent acquisition, full life cycle recruiting, and providing training, advisory services, and support to hiring managers on recruiting, hiring practices and administrative processes. The HR Talent & Recruiting Manager serves as a partner on the Human Resources team, actively engaged in attracting and retaining employees.
Position Responsibilities:

• Leads and develops recruiting team and ensures superior delivery and quality of services to all client groups and stakeholders.
• Serves as a subject matter expert in all facets of recruiting and talent acquisition.
• Oversees, approvals, and posts new position requisitions to default and specialized sourcing platforms using Paylocity, and all other systems related to this process.
• Establishes processes and procedures for recruiting and improvements.
• Recommends new recruiting strategies and techniques that align with the overall organizational goals in partnership with the CHRTO.
• Oversees and uses traditional and non-traditional resources to identify and attract qualified candidates.
• Manages candidate activity in Paylocity and follows up with Hiring Managers to assess the process and schedule recruiting assessments if needed.
• Oversees and assists with phone screenings and interview scheduling for Human Resources and high-level management positions throughout the organization.
• Reviews and screens applications, resumes, and assesses candidates’ qualifications, matching skills, education, experience, strengths, attributes, and overall qualifications of candidates to desired candidate profile.
• Presents prospective employees to Hiring Managers once screening results are available.
• Works with client teams to prepare and extend job offers.
• Coordinates closely with key departments (HR peers, IT, and T&D) team to ensure efficient onboarding of new hires.
• Conducts reference and criminal background checks.
• Assists in the preparation and facilitation of leadership presentations and training about recruiting.
• Plans, coordinates, manages, and attends recruiting and hiring events, including job fairs, networking events, sourcing events and volume hiring events.
• Consults and partners with business leaders on proactive sourcing strategies to support workforce planning for critical roles.
• Assists in coordination of efforts with third-party recruiting firms for applicable positions.
• Assists in the design of materials and protocols for diversity recruiting in all departments and programs.
• Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals.
• Works with hiring managers to ensure compliance with all federal/state, and local laws, regulations, guidelines and C4HCO policies.
• Maintains memberships and affiliations with trade/professional organizations related to industry; takes responsibility for continued professional development.
• Collaborates with manager to identify goals as part of regular supervision and learning/development plans.
• Leads in recruiting, selecting, orienting, training, performance management, and in developing recruiting team’s professional growth.
• Assists with the new employee orientation, summarizing agency structures and policies, HR practices, payroll, and benefits.
• Monitors new industry developments for innovative best practices and continuously seeks novel, resourceful, and imaginative improvements for talent branding, outreach, use of technology and an enhanced consultative service model.
• Partners with HR Manager to identify, track, analyze, improve, and regularly report on key talent acquisition metrics with leaders and stakeholders across the business.
• Partners with HR Manager, SR/HR team members in areas such as Onboarding, Comp, etc.
• Backs up HR Manager in other areas of HR during vacations or absences.
• Performs other duties as assigned.

Requirements:

• Colorado Resident
• Bachelor’s Degree in Business Administration, Human Resources, or a related field preferred.
• Minimum of 4 years’ experience in Human Resources, including full cycle and technical recruiting.
• Working knowledge of HR and Talent Acquisition concepts, principles, and practices related to identifying, attracting, selecting, and placing individuals into positions to address changing organizational needs.
• Excellent written and oral communication skills.
• Flexible and adaptable to change activities, workloads, and timelines.
• Excellent computer skills including spreadsheets, databases, HRIS, and other applications.
• Self-directed, works with minimal supervision.
• Provides support to the Chief Human Resources and Training Officer and partnership to the Human Resources Department.

Work Environment:

• Currently working a hybrid remote schedule.
• The Connect for Health Colorado office is in the North Tech Center area of Denver, near the intersection of I-25 and I-225
• Work schedule may include some non-traditional hours, weekends, and evening events.
• Core office hours, typically 8am-5pm with some flexibility

Total Compensation:
Connect for Health Colorado offers a competitive benefits package. Using Connect for Health Colorado’s annual benefits allowance, employees may elect from various benefit offerings and tailor a package to best suit their individual needs. Connect for Health Colorado employees are eligible to participate in the organization’s 403(b) plan and are additionally provided with paid time off, short- and long-term disability and life insurance. The salary range for this position is $84,900 – $108,900.
