Designs, develops, and/or modifies electronic database management systems and procedures for a department; analyzes and evaluates operating methods and practices relative to the information needs of specific programs and activities; develops database application programs to meet reporting requirements; develops procedural support manuals; performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Office of Aging – Administrative Services Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
Analyzes departmental requirements by interviewing users, researching documentation, and observing operations.
Maintains a department’s database system and software; extracts, validates, and analyzes data for recommendations and reporting purposes.
Analyzes the information gathered to determine data characteristics, relationships, accessing criteria, reporting formats, Federal and/or State reporting requirements, etc., and reviews the resulting reports with the user to determine validity or to determine if adjustments are needed.
Analyzes detailed requirements and designs database structures with appropriate accessing capabilities and relationships between data elements to satisfy all user requirements.
Analyzes, designs, codes, tests, and performs other programming tasks required to establish, maintain, and modify an information system.
Prepares detailed operating procedures and develops an efficient workflow design for the proper input and maintenance of data and the effective use of the data; continually evaluates and recommends revisions to improve workflow and efficiency.
Designs and develops new forms as necessary for integration with electronic database management system.
Serves as the department’s system administrator or co-administrator; assigns user logons and monitors all system usage to ensure security and database integrity.
Participates in the development of requests for proposals and in evaluating proposals in the selection of a vendor.
Prepares reports of findings with recommendations.
Coordinates and installs the hardware, system software, and application software.
Participates in the implementation, maintenance, and troubleshooting of local area networks and/or the department’s database management system.
Performs field surveys using GPS; assists with collecting, correcting, analyzing, and summarizing data.
Trains departmental employees in database management systems and procedures; resolves problems where necessary.
Supervises data entry; reviews and controls output data for completeness and accuracy; reviews work in progress to ensure timeliness; takes corrective actions as necessary.
Coordinates support from hardware and/or software vendors in resolving problems and questions encountered by users.
Keeps abreast of current developments in the field of electronic database management systems.
Performs other related duties as required.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
graduation from an accredited college or university with a bachelor’s degree in computer science, management information systems, or a related field (scan and attach your official college transcript to your application), and
one and one-half (1-1/2) years of experience in any combination of the following:
programming, analysis, and design of database management systems, or
installation, maintenance, and troubleshooting of database management software, and
possession of a valid State of Hawai’i driver’s license (Class 3) or any other valid comparable driver’s license at time of filing. (You will be required to submit your valid driver’s license at time of hire).
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Knowledge of: Electronic database management systems and their analysis, design, development, implementation, and support, the operation, characteristics, and capabilities of various types of electronic database management systems, hardware, software, and telecommunications, and research and statistical methods and techniques.
Ability to: Gather, analyze, correlate, and evaluate facts, and make sound judgments, determine feasibility of converting various work processes to computerized operations, extract and analyze, plan efficient data flow procedures and processes and integrate these into the overall database management system, prepare clear and concise reports on operating procedures, follow oral and written instructions, and work cooperatively with consultants, vendors, departmental officials, and employees.
