Plans, develops, oversees, promotes, and coordinates county-wide recycling, waste reduction, and resource recovery programs; supervises the work of recycling specialists; and performs other related duties as required.
One (1) immediate permanent full-time vacancy with the Department of Environmental Management – Solid Waste Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
Examples of Duties
Plans, develops, implements, and coordinates island-wide recycling programs and activities.
Conducts studies to determine needs for recycling programs island wide; researches and evaluates trends and existing programs.
Conducts feasibility studies of existing recycling and resource recovery programs; evaluates its appropriateness for Hawai`i County; prepares recommendations and proposals for administrative review.
Researches and evaluates potential markets for recyclable materials; researches, evaluates, and promotes the development of secondary markets; monitors market prices.
Plans, develops, and coordinates demonstration projects; evaluates project objectives; recommends development or termination of project.
Researches and writes grant applications to secure program funding from available state and federal grants and funds.
Initiates action to obtain consultants and other contractual services as required; evaluates proposals and makes recommendations for selection.
Collaborates with private recyclers to plan, develop, promote, implement, and expand recycling programs and activities; provides technical assistance regarding recycling and waste reduction; develops and monitors contracts.
Plans and coordinates the establishment of rubbish and recycling centers to enhance transfer stations; works with community organizations and private recyclers to promote program.
Develops educational and informational materials and brochures; develops and coordinates promotional activities relative to recycling; conducts media advertising; conducts training and informational workshops.
Works with school administrators and community groups to coordinate the distribution of informational materials and to conduct workshops to promote recycling.
Plans, assigns, and reviews the work of subordinates; evaluates work performance and provides training as necessary; approves and reviews leave requests and timesheets; recommends personnel actions such as hiring, promotions, transfers, and disciplinary actions.
Prepares annual operating and capital improvement budget requests; monitors inventory and expenditures.
Maintains recycling information database for the County; serves as County’s principal resource person on recycling.
May represent the department at public hearings, informational meetings, and other community or organization meetings; serves at County’s representative at inter-jurisdictional meetings.
Assists in developing legislation; analyzes and makes recommendations on proposed legislation; prepares and offers testimony before legislative bodies on pending legislation.
Prepares written analyses and operational reports.
Ensures the compliance of all Federal, State, and County laws, regulations, and policies related to safety, health, and environmental matters.
Performs other related duties as assigned.
Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
graduation from an accredited college or university with a major in business or public administration, urban planning, civil or environmental engineering, environmental science, public health, psychology, sociology, or a related field (attach a copy of your official college transcript to your application), and
four (4) years of work experience in the management, development, and implementation of recycling, waste reduction, waste recovery, or comparable programs, and
possession of a valid State of Hawai`i driver’s license (Class 3) or any other valid comparable driver’s license at the time of filing. (You will be required to submit a valid driver license at the time of hire.)
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education and experience as presented in the application.

Ability to: plan, develop, and coordinate comprehensive recycling, information, education, and promotion programs; interpret and apply laws and regulations; organize, plan, coordinate, implement, and monitor projects; establish and maintain effective working relationships with other governmental agencies, the public, and other employees; communicate effectively, orally, and in writing with various segments of the public; provide technical assistance concerning recycling programs; evaluate operations and implement changes; prepare grant applications; prepare analytical reports with recommendations.
