The County of Riverside’s Clerk of the Board department has an opening for a Clerk of the Board Assistant in Assessment Appeals.
We are seeking candidates with experience in data entry and general clerical duties; must possess good customer service skills. This position works closely with other staff members, so interpersonal relationship skills needed to be a team player are important. Proficient to advanced Microsoft Word, Excel, and Outlook experience is required.
Preferred candidates will have experience working for a governing board, commission or other organization that holds regular meetings and/or hearings. Experience with property taxes or appraisals is desired, but not required.
Under general supervision, performs clerical, technical and records-related work on behalf of the Office of the Clerk of the Board in support of the Board of Supervisors; performs other related duties as required, such as: Data Entry, Research, Case Management/Creation, and Customer Service. Other duties can include processing and filing confidential documents and/or assisting at Board Meetings.

The Clerk of the Board supports the Board of Supervisors which is the governing body of the County, certain special districts and the Housing Authority. The Board enacts ordinances and resolutions, adopts the annual budget, approves contracts appropriates funds, determines land use zoning for the unincorporated area, appoints certain County officers and members of various boards and commissions.

Minimum Qualifications
OPTION I
Education: Graduation from an accredited college or university with an associate degree, preferably with major coursework in business or public administration, political science, economics, or a closely related field.
OR OPTION II
Experience: Two years of varied clerical experience, preferably with responsibility for providing support to a legislative or executive body.
ALL OPTIONS
Knowledge of: Office practices and procedures followed to process a variety of documents and provide clerical support to the Board of Supervisors; methods, procedures and filing systems used to record, store and retrieve Resolutions and other records of Board actions; basic procedures and practices related to formal board meetings; clerical processes used to receive construction bids, process sale of school bonds and publish and establish hearing dates pertaining to activities of special districts or other governing bodies; modern office procedures including preparing correspondence, legal notices and bid invitations.
Ability to: Compose clear and concise correspondence; interact with and resolve matters with members of the public; answer less difficult questions pertaining to Clerk of the Board or County procedures; provide administrative support during formal board meetings; compose Board of Supervisor minutes and summaries that accurately interpret actions and Board intent; provide administrative support in setting and organizing items for Board consideration.
License: Possession of a valid California Driver’s license is required.

The County provides a Flexible Benefit Credit contribution, as governed by the applicable Management Resolution, to contribute towards the cost of these plans. MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees’ Retirement System (CalPERS).

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual)
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
