WAYNE COUNTY JOB DESCRIPTION for
SOLID WASTE DEPARTMENT
ESSENTIAL WORK FUNCTIONS
Under direct supervision, performs unskilled work in the maintenance of County grounds and facilities within the Solid Waste Department. Work involves operating light machinery and using hand tools to prune trees, mow lawns, rake leaves, etc. Work also involves fertilizing and planting plants, performing light construction work and supervising community service workers. Reports to the Solid Waste Director.

Physical Requirements: Must be physically able to operate a variety of machinery and equipment, including computers, scales, calculators, etc. Must be physically able to operate motor vehicles. Requires the ability to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arm, legs, or other parts of the body and to physically maneuver over and/or upon varying terrain, surfaces, or physical structures. However, if the use of arm and/or leg controls requires exertion of forces greater than that of sedentary work and the work sits most of the time, the job is rated for light work.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. This includes giving instructions, assignments or directions to subordinates or assistants.
Language Ability: Requires the ability to read a variety of correspondence, reports, invoices, purchase orders, budget reports, engineering schematics, topographical maps, etc. Requires the ability to prepare a variety of correspondence, reports, budgets, financial statements, forms, charts, etc. using prescribed formats and conforming to ass rule of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence.
Intelligence: Requires the ability to apply principals of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including environmental, engineering, and legal terminology.
Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract, multiply and divide, calculate decimals and percentages, interpret graphs, compute discount, interest, profit and loss, ratio and proportion, etc. And perform calculations involving variables, formulas, square roots and polynomials.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately using office equipment and hand tools.
Manual Dexterity: Requires the ability to handle a variety of items such as keyboards, control knobs, toggle switches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate between colors and shades of colors.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted an emergency.
Physical Communications: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Requires the ability to communicate via two-way radio.
