Cowden Gravel & Ready Mix is a Whatcom County material supplier that specializes in aggregates and concrete. We have a large behind the scenes team that works hard to ensure the company operates successfully. We have an immediate opening for a Payroll Administrator/HR Coordinator. Our Human Resources department is looking for an individual with experience processing payroll, that includes experience with prevailing wages, and who also has experience in a Human Resources support position. The primary objective of the HR/Payroll Administrator involves responsibility for certain HR and payroll functions. Additionally, the role is fully responsible for providing administrative support to members of our leadership teams. The ideal candidate will be computer savvy, have related experience, be self driven, and work harmoniously within a team environment. This position will work closely with the Human Resources Manager, the external payroll processing team, will collaborate with the rest of our administration teams both local and in Canada, and is responsible for local payroll administration of 90+ hourly employees. On the job training regarding company specific procedures and systems will be provided, though industry knowledge and relevant skills are a benefit. Computer software and Microsoft Excel knowledge and proficiency is a must.

This is a full-time, day shift position working Mon-Fri*, approx. 9am – 5pm in our main office located at 3463 Cedarville Road, Bellingham, WA. *This position may require some work on weekends/holidays to meet payroll deadlines.

PAYROLL ADMIN/HR COORDINATOR JOB TASKS OVERVIEW
Manage time and attendance administration for hourly employees
Coordinate with sites in responsible market area (Cowden) for timesheet completion and log submissions
Oversee payroll for all Cowden locations
Prepare or process retroactive hourly pay-rate adjustments
Manage SAP/CATS payroll process for assigned market locations
Manage off-cycle payment requests and approvals
Ensure accuracy and timelines are followed for bi-weekly sign-off
SAP/CATS approver
Prepare & Distribute payroll reports to Finance for cost evaluation
Prepare monthly overtime report (year on year) for Head of HR and WCAN CEO
Communicate changes in payroll deadline(s) to field staff – specifically government holiday timelines
Track and enter hourly employee vacation, vacation payouts and vacation entitlement changes, and floating holidays
Communicate with and train field staff when applicable related to maintenance and updates of the hourly payroll system requirements and ensure procedures and policies are being followed
Collaborate with Americas Business Services (ABS) payroll team to ensure all employee changes are captured in payroll system
Handle employee and ABS inquiries related to employee pay, setups, benefits and record changes
Work with Managers on completed all hourly employee short/long term disability claim paperwork as well as tracking all claims
Assist HR with administration of benefits program
HR Support related to entering new hire data, employee changes, terminations, layoffs, leave requests, etc., in SuccessFactors/SAP/HRIS systems
Act as a super-user resource to support management in SuccessFactors/SAP/CATS
Work with the HR Manager, WCAN & PNW locations to improve accuracy and efficiency in current payroll processes
Provide HR administrative support to location management teams and all employees
Administration of certain programs, policies and events
Prepare hourly offer letters
Submit pre-employment medical and drug & alcohol testing and background check inquiry requirements for new hires and ensure results are received prior to onboarding new employees
Maintain accurate and up to date personnel files
Recruit and screen candidates for hourly positions
Schedule hourly candidates for interviews and participate in interviews to record notes from interview
Maintain current organizational chart
Assist Health & Safety with PPE program administration
Organize and coordinate location social functions
Build positive working relationships with hourly and salary employees, HR Manager, WCAN & PNW teams, other payroll administrators across WCAN and US, MyLife, ABS and other departments as necessary
Any other job related duties as required or requested and assigned by Management
QUALIFICATIONS
Strong organizational and time management skills with the ability to manage multiple priorities and demands while meeting deadlines

2-5 years of full-cycle payroll experience, preferably in the construction industry
2-5 years of administrative experience, in a fast paced manufacturing industry setting
CPA payroll designation or working towards
Minimum of 1 year Human Resources support experience
Advanced computer skills and working knowledge of HRIS software, Microsoft products, specifically excel (required)
Eligibility to work in the US
Comfortable driving into industrial sites and working in an industrial setting
