NOTE: This is a Non-Civil Service Temporary Appointment with a Not To Exceed (NTE) Date of: April 2028.
The creation of the $5 billion competitive FAA Terminal Program grant provides additional funding opportunities for airport terminal development and landside projects. The Airport
Customer Experience Coordinator would be responsible for researching and implementing a strategy to maximize Airport Improvement Program and the new Airport Terminal Program to improve user experience and accessibility at airports statewide.

Project Programming Responsibilities
1. Conducts research to identify project activities to improve the user experience and accessibility, which may reflect national issues, program emphasis areas, and address problems that are local and unique to the State. Solicits and reviews supportive data that identify user experience problems at the airports; gives priorities to suggestions and proposed solutions which can be included in the State’s solicitations for federal
grant funds and the State DOT’s budgets in the areas of concern.
2. Researches new federally mandated programs and their requirements; identifies State and County agencies that can be involved; coordinates and monitors project planning, implementation, and evaluation.
3. Implements new projects to improve user experience and accessibility at airports statewide. Monitors projects to ensure continued progress toward achieving compliance with federal and state requirements. Liaisons with other agency personnel to keep abreast of new and revised federal and state requirements.
4. Coordinates the project activities with airport management, airlines, military, consular, partner agencies such as the Transportation Security Administration, the Federal Aviation Administration, and Customs and Border Protection; and concessionaries and tenants, etc.
5. Develops portions of federal grant applications, interprets and explains laws, rules, policies, and standards.
6. Responsible for grant management, project programing and budgeting. Reports progress of the grant activity toward achieving grant objectives to the granting agency. Monitors via telephone contacts, personal visits and written correspondence, project progress and conformance with federal. state and local laws, rules, guidelines, and policies.
7. Oversees consultant services. Submits periodic progress reports; evaluates completed projects to determine the extent to which objectives were achieved.
8. Monitors project budget, procurement and contracting; and recommends approval/disapproval of claims for federal/State funds that are obligated to assigned projects.
Public Relations Activities
1. Serves as liaison with federal, state and county agencies and other stakeholders. Establish and maintain effective oral and written communication with personnel from various federal, state and county agencies, community groups, business entities, and the general public.
2. Serves as resource person and attends periodic meetings with government and private personnel to provide data, background information, answer questions, perform follow-up work as needed.
3. Encourages, advises, instructs agencies and support groups to take an active role in promoting airports improvement activities. Attends community group and government agency meetings to educate regarding current national policies and areas of concern; receive community input concerning past, present and future project activities.
4. Collaborates with citizen support groups and government agencies, formulate ideas and express them clearly orally and in writing, assists agencies and community groups with public information campaigns as needed by critiquing plans and helping to establish contacts with agencies that can help to achieve the information objectives.
5. Disseminates appropriate data and research results, providing insight gained from tactics, techniques and experiences of others actively seeking to improve the user experience at airports.
6. Prepares analytical reports, draft of legislation, administrative rules, testimonies, and coordinate public hearings.
Research, Legislation, Training, and Other Related Duties
2. Reviews research and data with a view toward improving the efficacy of program activities and staying up to date with research results and new concepts.
3. Prepares presentations to program and project personnel explaining how the new information can be put to practical use.
4. Travels to neighbor islands and interstate to attend meetings and provide/receive training.
5. Identifies laws and rules that must be developed or modified in order to put the State in compliance with federal laws and rules. Drafts law changes, justification and legislative testimony; drafts rule changes, obtains hearing approvals, schedules, advertises and coordinates public hearings.
6. When new or changed laws or rules are finalized, distributes documents to the agencies that are immediately affected by them and makes them available to the public by various methods, such as a web site presentation.
7. Responds to requests for data and information related to assigned project areas by phone, writing or email correspondence.
8. Performs other related duties as assigned.
Knowledge of:
Employee must possess knowledge of principles and practices of evaluation techniques; budget formulation and execution; fiscal and purchasing management; general knowledge of governmental financing and capital improvement analysis.
Skills/Abilities to:
Employee must be able to: plan, organize, manage, and coordinate various administrative services, including financial planning and management; read and interpret statutes, administrative rules, technical manuals, instructions, policies, and procedures; apply principles and procedures of written materials to work processes; manage time and resources appropriately to meet deadlines; deal tactfully and effectively with people and maintain effective working relationships with internal and external parties; and employ clear and effective written and spoken communication.
Education:
Employee must hold a bachelor’s degree from an accredited college or university.
Experience:
Four (4) years of responsible experience which demonstrates the ability to perform administrative assignments involving two or more functional areas such as budget formulation, fiscal management and financial planning, participation in the development of policies, management and execution of a major program or project, and contract procurement and administration.

Paid Holidays
Eligible for 13 paid holidays each year; 14 holidays during an election year.
Paid Vacation
Eligible for 21 days per year.

Other Leaves
Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Health Insurance

The State provides a free life insurance policy for eligible exempt employees.
Retirement Plan
The State contributes to a retirement plan for eligible employees. Generally, employees under the Hybrid Plan with 10 years of credited service and who have reached 65 years of age or have 30 years of credited service and have reached 60 years of age may retire and receive benefits. Premium Conversion Plan
Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts
Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits
Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
The State offers exempt employees a tax-deferred retirement savings program. This program allows employees to build a retirement nest egg through voluntary, pre-tax payroll deductions. A broad range of investment options are available to select from.
Temporary Disability Insurance
Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.
Social Security
As an employer, the State also contributes to an exempt employee’s social security account.
Training & Continuing Education
The State supports developmental activities related to an exempt employee’s work. In many departments there are numerous in-service training opportunities available. Sabbatical leaves with pay are available for qualified employees.
Travel Expenses
The State may pay for certain business related travel expenses including mileage reimbursement for use of a personal car during work, airfare, meals and lodging expenses for trips to neighbor islands or out of state.
Union & Collective Bargaining
Exempt employees may have the right to join the union for collective bargaining with the State and employee representation depending on the status of the exempt position.
