Current position:
The current vacancy is with the Honolulu Board of Water Supply and is located in Honolulu. This position serves as the primary specialist performing labor relations assignments to ensure expeditious attention and consistent follow through for the full range of confidential and sensitive labor relations issues that arise in the department. The position investigates, evaluates, and recommends the disposition of labor relations issues; provides advice and coaches managers and supervisors to improve skills in handling labor relations issues; and establishes and maintains excellent labor-management relations between the department and public unions to support the department’s mission and goals.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelor’s degree. Work experience may be substituted for a bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from the attainment of a bachelor’s degree.
EXPERIENCE REQUIREMENT:
Four years of progressively responsible professional (post-Bachelor’s degree/non-clerical) human resources management work experience.
Experience must have demonstrated knowledge of the principles of public human resources administration; basic principles relating to organization and management; local and State laws, rules and regulations, and contractual provisions governing public employment; methods and techniques for evaluating and analyzing facts, information and issues to resolve problems; report and letter writing; research and statistical methods and techniques; interviewing principles and techniques; various kinds of occupations and the sources of occupational information; working details and principles, concepts and processes applicable to human resources management.

NONQUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources functions. However, if the primary responsibility of the position is not concerned with professional human resources management work, such experience is not considered qualifying.
Clerical or technical experience in a personnel program involving work that is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is also not considered qualifying.
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
LICENSE REQUIREMENT:
Possession of an appropriate valid driver’s license, as required.
