Summary:

Plans and administers policies relating to all phases of human resources and labor relations activities by performing the following duties personally or through subordinate employees.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

• Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
• Recruits, interviews, tests, and selects employees to fill vacant positions.
• Advises management in appropriate resolution of employee relations issues and ensures adherence to various state and federal regulations.
• Responds to inquiries regarding policies, procedures, and programs.
• Provides assistance and training to management in interviewing, hiring, terminations, promotions, performance reviews, performance management, EEOC, ADA, FMLA, and other government requirements. Identifies employee-focused location training needs and implements training programs.
• Administers performance review programs to ensure effectiveness, compliance, and equity within the organization.
• Administers merit, promotional and other salary adjustments to ensure compliance and equity within the organization. Monitors comp.-ratios within the organization.
• Coordinates administration of the Workers’ Compensation program, works closely with Safety personnel and the Workers’ Compensation carrier to manage claims, and actively supports location safety program.
• Prepares budget for human resources department and monitors spending accordingly.
• Represents organization at personnel-related hearings and investigations.
• Analyzes collective bargaining agreement and develops an interpretation of intent, spirit, and terms of the contract to counsel management in the development and application of labor relations policies and practices.
• Represents management and meets with shop stewards and supervisors to investigate and resolve grievances.
• Prepares statistical reports of types and frequency of actions taken concerning grievances, arbitration, mediation, and related labor relations activities, to identify problem areas.
• Verifies adherence to terms of the labor contract by monitoring the day-to-day implementation of policies concerning wages, hours, and working conditions.
• Represents management in labor contract negotiations or serves as a resource to negotiators by providing information on provisions of current contract and significance of proposed changes.
• Furnishes reference documents and statistical data concerning labor legislation, labor market conditions, prevailing union and management practices, wage and salary surveys, and employee benefits programs for labor contract negotiations.
• Supervises members of the Human Resources Department.

Minimum Education/Experience:

Bachelor’s degree (B. A.) from a four-year college or university and seven to ten years related experience.

Ideal education and experience:

Master’s degree in Human Resources, MBA, or similar.

Experience in a manufacturing or engineering environment.

Labor relations expertise.
