The mission of the Department of Youth and Rehabilitation Services (DYRS) is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS administers detention, commitment and aftercare services for youth held under its care in its facilities or residing in the DC community.
This position is located in the District of Columbia Department of Youth Rehabilitation Services (DYRS), Office of Human Resources Employee Relations. Employee Relations is responsible for managing and directing all activities related to Performance Management, Leave Management, Employee/Labor Relations, and Engagement. Incumbent is responsible for the DYRS Return to Work Program (RTWP) and Americans with Disabilities Act (ADA) compliance and related regulations, and policy to return employees to the workplace as soon as they are medically able.
Major Duties & Responsibilities
The HR Specialist (Return to Work) collaborates with nurses, case managers, and physicians to develop and implement a “return to work” plan of action for all employees who are medically released to return to work. Additionally, the incumbent will be responsible for tracking and maintaining inventory of positions made available and returning to work. Maintaining and managing active case load of employees who are able to return to work. Reviews employee medical restrictions, position description, qualifications, resume, training record, and employment history/experience to develop employee’s work profile in light of work injury. Updates employee work profile in accordance with amended medical releases. Works with agency managers and immediate supervisors, to identify transitional duty assignments. Provides recommendations, suggestions, solutions and/or options for constructing modified duty assignments or modifying existing positions based on employee’s work profile and medical restrictions and employing agency’s operational and departmental needs. Matches employee work profile to positions or assignments available outside of the employee’s employing agency based on the department needs of the assigned agency. Responds to manager’s inquiries regarding employee’s return to work status and other return to work matters. Participates in the development of guidelines and policy for return to work, and re- employment needs for persons with permanent work-related disabilities.
The incumbent will collaborate with members of Employee Relations team to assist in the development of strategies to improve the quality and effectiveness of agency’s RTWP program. Incumbent provides support to initiate, develop, review, evaluate, analyze, and advise on strategies and procedures to resolve immediate as well as recurrent long-range problems. Identifies and collaborates with management on program priorities and strategies. Assists with developing and conducting survey research relating to RTWP issues. Gathers, synthesizes, and interprets data and program measurement information programs under the purview of DYRS.. Conducts research and performs other activities for claims/recovery matters. Responds promptly in performing special projects; assimilates data; and provides periodic and special management information reports as requested by DCHR and functional managers. Prepares oral and written reports and presentations. Compiles effective and efficient feedback on Service Provider performance. Coordinates Fit for Duty (FFD) Exams.
Qualifications And Education
Individual must possess at least one-year (1) of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized Experience is experience that equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience can include experience with labor relations such as serving as a representative in negotiations; experience being the lead point of contact for leave programs; and knowledge and experience with disciplinary procedures and best practices.
