Under delegation from the California Department of Human Resources (CalHR) and administrative direction from the Chief Executive Officer, the Human Resources Director is responsible for all Human Resource Programs for the District. The duties of the Human Resources Director include, but are not limited to, leading, coaching, and directing multidisciplinary staff performing Human Resources (HR) functions including, but not limited to, examinations, job analysis, job descriptions, classifications, compensation, personnel transactions, benefits, leave programs, health and safety, reasonable accommodations, worker’s compensation, and return to work programs. This position serves as the advisor and expert on a wide range of HR and management issues including, but not limited to, labor relations, Equal Employment Opportunity (EEO) management, complaint investigation and resolution, performance management, corrective and adverse actions, recruitment, drug and alcohol testing, training, staff development, policy and procedure development, recommendation, and implementation, and consultative services to management.
