This position serves as a security officer, responsible for the development installation, and management of security programs, identifying security needs, implementing, and maintaining procedural and technical methods to enhance security systems for all departmental entities, and coordinating security enhancement needs in external operations such as contract facilities (i.e., halfway houses, medical care provisions, work details).
Duties and Responsibilities
Responsible for the development, installation and provision of advisory services on security for DOC. Collabortes and coordinates with departmental officials and all entities within DOC to improve the effectiveness of protective programs. Plans, develops and implements secrity programs designed to protect personnel, incarcerated offenders, and the general population. Reviews construction plans and specifications for compliance with security measures. Plans and recommends the installation of security systems which may involve personnel access controls, physical protection devices, monitoring equipment, security forces, remote alarm equipment, and other security measures. cnducts and oversees inspection s for conditional safety requirements and determines if additional protective security type measures should be procured and implemented.
Reviews reports, assess security vulnerabilities, and designs secutiry systems based on the anaysis of the intent. Applies policy direction to specific operating requirements and develops guidance for applying security policy, procedutes, techniques, equipment and methods to a variety of work situations and various degrees or levels of security controls. Responsible for developing policy and procedures for safeguarding information, materials, and direct custody inmates. Oversees and supervises all facility entry and exit points, as well as perimeter patrol/security, facility key control systems and agency contraband control. Supervises, assesses, evaluates, and monitors emergency situation/alarms within the facility which include shutting down non-emergency traffic during a crisis situation notifying Facility Management of emergency situations, monitoring inmate visitation, ensuring security rounds are conducted on DOC outpost. Participates in formulation of homeland security and emergency management training, education and exercise programs. Ensures contractors and volunteers adherence to agency clearance procedures. Serves on organization committees and groups to identify, resolve, and/or assign responsibilities for resolving security issues or perform similar work. Supervises, plans and directs staff assignments; develops and rates subordinate staff’s work performance, recommends personnel actions, interviews and make selections ofnew employees; approves/disapproves leave; investigates and resolve differences between employees; and provides training.

Qualifications and Education
Applicant must have at least (1) year of specialized experience equivalent to the next lower grade in the District Government Service, public or private sector. Specialized experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position such as being alert in security awareness, detection occurrences, rapid response alternative and prevention provisions.

Must possess and maintain a valid driver’s license.
Must be able to possess and maintain firearms certification without any restrictions.

Work is performed throughout departmental locations and contract facilities. This position is designated as essential.
