* DutiesHelpDutiesSummaryThis position is located in the Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE).These positions are inside of the bargaining unit.Please note there is only three selections, the duty location will be determined based on the final selections.Learn more about this agencyResponsibilitiesThis position serves as the Acquisition Analyst in the Policy & Project Management Division (PPMD) and is responsible for providing guidance to DOL acquisition personnel by researching applicable laws and regulations, interpreting procurement policies and procedures, providing training, making recommendations to the Branch Chief of the PPMD on procurement related issues, and discussing procurement-related issues with other Federal agency personnel.* Provides definitive guidance to DOL acquisition personnel by researching applicable laws and regulations, drafting updates to procurement policies and procedures, providing training, making recommendations to the Branch Chief of Policy & Project Management Division (PPMD) on procurement related issues.* Reviews DOL Acquisition Regulation (DOLAR) and other acquisition policy, Department of Labor Manual Series (DLMS) sections, and other policy and procedural issuances (e.g., Secretary’s Orders), and public information brochures.* Draft procedures in procurement to take advantage of changes in technology and improve customer service. Reviews existing procedures, researches issues with procurement program staff, and recommends changes to improve customer service.* Analyzes issues, goals, and initiatives. Recommends options during exploratory and formative stages of managerial planning and policy formulation.* Examines procurement problems revealed through the review and auditing of activities and by recommends solutions accordingly.* Analyzes trends and progress towards operational goals for assigned program areas and makes recommendations to ensure goals are achieved.* Assist in the development techniques for measuring the effectiveness of DOL acquisition operations.* Works with the Office of the Senior Procurement Executive managers and the Office of Human Resources to develop responses and monitor required follow up actions.Performs other duties as assigned.Please Note: This position is developmental, the duties will be the similar for all grade levels with less supervision at the higher levels.Travel RequiredOccasional travel – Some travel by any means of transportation.Supervisory statusNoPromotion Potential13 – There is no obligation to provide future promotions to you if you are selected. Specialized experience is defined as experience that demonstrates research of applicable laws and regulations, knowledge of acquisitions policy guidance, reporting and analysis, drafting updates to procurement policies and procedures, providing training and making recommendations to leadership and discussing procurement related issues. Examples of this experience must include:* Reviewing Federal Acquisition Regulations and Departmental policies as well as GSA, OMB, and GAO decisions and directives which relate to acquisitions.* Analyzing instructions including those originating in other agencies that may have an impact on Departmental procurement operations.* Examining procurement problems revealed through the review and auditing of activities and by recommending solutions accordingly.ORPh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if relatedFor the GS-12 level: Applicant must have 52 weeks of specialized experience equivalent to at least the next lower graded level, GS-11, in the Federal Services.To qualify for this position you must have one full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service.
