Under the direction of the Deputy Regional Administrator, oversees the daily operations, management, and administration of the Public Health Region 11 Social Work Programs. Conducts program analysis, develops performance measures, provides consultation and advocacy for high risk, vulnerable populations and communities. Responsible for monitoring multiple complex program budgets. Develops regional standards, policies and procedures. Takes a leadership role in problem solving for program solutions. Oversees the quality assurance, training, and technical assistance to providers, contractors, and regional staff. Collaborates with other state, local and private agencies regarding public health interests. Performs supervisory functions such as hiring, orienting and training new staff. Serves as a vital member of Incident Command Structure for regional response to public health emergencies. Actively collaborates with community organizations, schools, coalitions, and agencies on public health, social work and case management issues. Manages work activities of program staff and reviews performance. Works under minimum supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
(35%) Responsible for managing and administering Social Work programs in Public Health Region 11, including CSHCN-SP, Case Management for Children and Pregnant Women (CPW), Texas Health Steps Provider Relations , Personal Care Services (PCS), Community First Choice (CFC) and Case Management for Newborn Screening, Birth Defects Epidemiological Surveillance and Blood Lead Surveillance. Administrative functions include human resources, supervision of personnel, and staff development. Establishes goals and objectives for all programs. Develops and monitors regional processes for evaluating program goals and objectives. Develops guidelines, policies and procedures. Maintains a strong leadership role in decision making and providing solutions to program issues. Oversees multiple complex program budgets such as monitoring operations and travel budgets to ensure funds are utilized in the most cost-effective manner. Oversees all program purchases and approves purchase requests. Participates with other regional social work administrators and Central Office in the development of regional and state policies and procedures for DSHS statewide social work programs. Supports central office and regional initiatives. Serves on the regional executive leadership team to plan and develop regional priorities and activities. Represents DSHS on numerous boards, panels and advisory committees. Oversees special investigations, internal audits, and evaluation reviews for Region 11. Provides regional feedback to Central Office for legislative reviews or requests.
(25%) Provides direct supervision of staff, team leads, and managers within the Department of Social Work Services. Develops and conducts hiring selection, performance measures, promotion/re-classification, recommends disciplinary or reward action of all staff under supervision. Develops and implements in-service training for staff, providers, and community partners. Oversees time and leave system for staff and approves work schedules and leave requests.
(15%) Assumes leadership role in advocating for psychosocial and health needs for our consumer populations at the state, regional, and local level in the planning, development and integration of programs that address the needs of these populations. Participates in community organization and development activities in Region 11. Provides consultation to communities in assisting to identify and develop needed resources to meet the needs of children. Serves as a resource for families, providers, contractors and the public regarding social work, case management, community resources and public health. Represents Region 11 at meetings, hearings, committees and conferences.
(15%) Responsible for providing technical assistance and quality assurance for regional providers and contractors. Monitors regional social work contracts for CSHCN and CPW programs. Reviews all Case Management for Children and Women provider applications for Region 11. Partners with central office staff to form review teams.
(10%) Serves as a vital member of the Incident Command Structure for regional response to public health emergencies. Collaborates with community organizations and groups such as the American Red Cross and the Salvation Army in the delivery of community disaster mental health services. Provides oversight and direction in social work crisis intervention functions. Involved in special projects as assigned by the Regional Medical Director.

Registration or Licensure Requirements:
Licensed Baccalaureate Social Worker (LBSW) or Licensed Master Social Worker (LMSW) issued by the Texas State Board of Social Work Examiners.
Initial Selection Criteria:
