An employee in this class is responsible for the collection of property taxes for the County and of accounting for money collected in accordance with State law governing those activities. Considerable independent judgment and initiative are required to assure processes are followed to ensure a high tax collection rate. Duties include supervising a group of Tax Assistants and Tax Customer Service Representatives. Tact is necessary in working with property owners and their representatives. Work is performed under the supervision of the Tax Administrator and is evaluated by the effectiveness of the program as indicated by annual reports, collection records, annual audits, reports on the operation of the collection function and through performance-based employee evaluations.
Duties and Responsibilities/Knowledge, Skills, Abilities
Considerable knowledge of laws relating to the collection of current and delinquent taxes.
Considerable knowledge of the policies and procedures required of a tax collection function.
Considerable knowledge of modern office procedures and methods of accounting.
Considerable knowledge of the organization and functions of county government.
Ability to plan, coordinate and participate in the collection of taxes and related work.
Ability to supervise, train, and evaluate the work of employees.
Ability to analyze and utilize modern procedures, computer systems, and software for the collection activities.
Ability to communicate effectively in oral and written forms.
Ability to handle the public courteously and tactfully.
Ability to develop and maintain effective working relationships with County officials, other department, employees, and the public.
Ability to interpret and explain laws, rules, and regulations.
Ability to handle sensitive and controversial legal situations.
Ability to develop and maintain systems for accurate tax, accounting, and collection records.
Plans and organizes systems and procedures and supervises the work of employees in collecting taxes and accounting for taxes on real and personal property; trains staff in processes and procedures and generates reports as needed.
Intervenes and handles difficult situations with disgruntled taxpayers.
Handles the preparation of annual and monthly reports.
Evaluates and devises systems for efficient collection and secure handling of money.
Interprets laws related to collection; explains procedures and legal requirements.
Supervises staff and participates in garnishments, attachments, levies, foreclosures, or other procedures to enforce collections; approves actions; helps assistants resolve situations using problem solving approach.
Supervises and participates in bankruptcy processes, including general forms processing and handle any issues that might arise.
Handles controversial and legal situations with attorneys, taxpayers, and judicial system officials.
Handles special tax collections for fire districts, special assessments, municipalities, motor vehicles, and other programs.
Assists Tax Administrator in preparing budget proposals.
Additional Job Duties
Attends conferences and meetings; keeps informed of changes in law and practices.
Performs related duties as required.
Desirable Education and Experience
Associate’s degree in business, accounting, or related field and considerable experience in tax or debt collection, loan office management, preferably with some supervisory experience; or equivalent combination of education and experience.
Special Requirements
Must possess a valid North Carolina driver’s license.
Must possess certification as a Deputy Tax Collector from NCTCA.
Must track and attend continuing education to maintain certification
