Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.
Supervises and participates in the full range of DMV activities, including the issuance of County business, and bicycle licenses; supervises and participates in the processing of applications and issuance of initial, renewal, and duplicate driver’s and related licenses, permits, and civil identifications; may supervise and participate in the processing of motor vehicle accident and traffic conviction cases in compliance with provisions of the Motor Vehicle Safety Responsibility Act; and performs other related duties as required.
MINIMUM QUALIFICATION REQUIREMENTS

If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
License Requirement: At the time of appointment, the candidate selected may need to possess a valid motor vehicle operator’s license if the position requires it.
Knowledge of: Laws, ordinances, policies, procedures, rules and regulations, fundamentals and terminology relating to the issuance of State of Hawaii driver licenses and relating to motor vehicle registration and title practices; purposes, uses and requirements of common legal documents such as birth and baptismal certificates, proof of financial responsibility, divorce decrees determining custody of minors, parental consent forms, affidavits, contracts, bills of sale, powers of attorney, etc.; office practices and procedures; uses of a personal computer and other standard office equipment.
Ability to: Deal tactfully and effectively with the public; understand and apply pertinent laws, ordinances, and regulations; keep records and maintain files; make arithmetic computations and compare names, numbers, and other information accurately; operate a computer and other office equipment.
Tests: Applicants may be required to qualify on an appropriate examination.
