Doctors Without Borders/Médecins Sans Frontières (MSF) is an international humanitarian organization providing medical care to people affected by conflict, epidemics, disasters, or exclusion from health care in over 70 countries. We were formed in France in 1971 as an association by a group of doctors and journalists to go to emergency situations and to treat patients with dignity while bearing witness independently of geopolitical boundaries. MSF is now a global movement of more than 25 MSF organizations, working in over 70 countries. We cooperate as an international, independent, medical humanitarian association that offers medical assistance to populations in distress, victims of natural or manmade disasters, and civilian victims of armed conflict, without discrimination and irrespective of race, religion, age, gender/sex, national or ethnic origin, color, disability, sexual orientation, genetic information, or political affiliation and provides assistance to the population in distress and intervenes worldwide. The Senior HR Operations Manager is responsible for developing, maintaining, and continuously improving human resources operations within MSF-USA.

Support and advance diversity, equity, and inclusion (D, E, and I) by providing an example, advice and guidance on D, E, and I, to internal and external stakeholders to enable them to adopt these principles in ways that will also enhance innovation and other performance measures. Represent the organization to external stakeholders on D, E, and I issues. Ensure that DEI values are the foundation for strategic operational decisions and practice.
People Service Operations
Actively engage with to develop and effectively design, implement, and communicate, manage and enhance HR programs and initiatives. Oversee key operational processes and workflows across the employee lifecycle; to include onboarding/offboarding, employee changes/transfers, data management, and compliance. Monitor the quality of services delivered both in traditional measures such as timeliness, accuracy, efficiency and responsiveness, as well as metrics that determine service impact and organizational value. Take prompt, corrective action in any case of dissatisfaction or issues with delivery while ensuring a focus on best practices. Manage a tram who work to provide daily support and effective resolutions to 1st level employees on all HR topic across the organization.
Payroll Administration
Oversee the Time and Attendance processes required in order to ensure that employees are paid the correct amount of money at the right time. Collaborate with the finance team and HR associates to improve, maintain, and troubleshoot the process.
Annual Pay & Benefits Review
Conduct an assessment or review of the compensation and benefits paid to an employee for each payroll category. The review is done once per year after which decisions are taken on whether the employees’ pay should be changed or increased.
People Systems (HRIS)
Own the implementation, optimization, ongoing design, compliance, and maintenance of all People systems, with a primary focus on ADP, but also including Success factors Time & Attendance, and more. Automate and optimize key operational workflows across the employee lifecycle changes with a focus on compliance, data integrity, and scalability. Maintain knowledge of trends and developments in HRIS providers, vendors, and technology and provide recommendations as needed. Contribute to governance process, road-mapping exercises, and cross-functional resource planning.

Change Management
Develop and deliver projects or a workstream within a change management initiative with guidance from senior colleagues.
Workforce Planning
Manage the preparation of short-term and annual workforce plans using existing analytical frameworks and tools to identify the number and mix of staff required to meet the demand forecast.
Talent Management
Collaborate with the talent management & acquisitions team to streamline processes and practices around recruiting, learning & development, and employee relations.

Must be willing to travel for work as needed
Expected to work in a hybrid work environment with the ability to come into either the NYC office or regional hub (Washington, DC or Bay Area, California) a minimum of 2 times a week.

Our staff works a hybrid schedule of two days a week in the office, three days remote. The required days are Tuesdays and Wednesdays from January to June and September to December.
Summer months of July and August are fully remote. In office work attendance during July and August is optional.
