The Migrant Consortium Recruiter and Advocate is responsible for identifying and recruiting children of migrant families residing in the Columbia, Finley, Prescott, and Richland School District. This position is also responsible for coordinating and facilitating academic and support needs for migrant students and their families to successfully transition them to the next grade level, complete high school, and move to postsecondary education or employment.

ESSENTIAL FUNCTIONS

• Work with the district’s Migrant Education Federal Programs director and school staff to identify and establish program and student goals in alignment with the district’s local plan and the State Service Delivery Plan.
• Actively identify and recruit all eligible migrant children residing in the school district/community from 0 through 21 years of age. This includes:
• Survey the area on a regular basis to confirm the location and presence of migrant workers and their families.

• Develop an identification & recruitment network with organizations and agencies that provide services to migrant workers and their families.

• Complete a Certificate of Eligibility according to state/federal guidelines for each eligible migrant family immediately upon arriving to the school district/community.

• For students in school and out of school.

• Annually revalidate all families’ most recent move information.

• Prepare documentation such as a recruiter log, which reflects all recruitment time and activities.
• Recruit families to be part of the Parent Advisory Council (PAC) and facilitate PAC officer meetings.
• Document PAC meeting agendas and minutes.
• Support coordination of general parent meetings.
• Implement a student advocacy model focused on providing supplemental support and strategies to address the unique needs of migrant students.
• Document all activities as required by the Migrant Education Program; including but not limited to; Migrant Student Advocate log, Student Needs Assessment (caseload), Student Learning Plans, and Referral to Services, recruiter logs, etc.
• Develop mentor relationship with student caseload to facilitate needs of migrant students and their families.
• Share with migrant parents and students’ information regarding the Migrant Education Program, as well as all school services/programs available to them.
• Refer migrant families to appropriate, health, social or legal services in order to meet the needs of the migrant student’s successful participation in school.
• Attend all required training sessions provided for the recruiter and advocate by the Migrant Education Program.
• Recruit and distribute applications for various State sponsored Migrant Youth Activities (Dare to Dream, Voices from the Field, Academic Academies) in the Consortium districts and in non-project districts where migrant students are identified.
• Attend PAC and parent meetings in the evening and provide information on student process and current events.
• Provide small group and individual academic planning, goal setting and leadership development.
• Refer migrant students and families to social, economic, and educational resources available through school district and/or community as needed.
• Facilitate Binational Transfer Agreements for families going to and returning from Mexico as needed.
• Coordinate and proctor PASS (Portable Assisted Study Sequence) for credit deficient students.
• Follow all applicable Board policies and procedures.
• Maintain Confidentiality.

QUALIFICATIONS

Requires knowledge and/or ability to:

• Associate degree required. Bachelor’s degree in human development, child and family studies, human services, social work, psychology, or a related field preferred.
• Must be able to read, write and speak fluently in English and Spanish.
• Experience in an educational or community advocacy-related field.
• Experience working with at-risk migrant students and families.
• Knowledge of secondary school programs and state and local graduation requirements.
• Experience working independently, semi-independently and in collaborative teams.
• Human relations, time management, and personal organizational skills.
• Knowledge of basic computer software programs (eg, Microsoft Word, Excel, PowerPoint).
• Be able to work flexible hours with some evenings and weekends as needed.
• Must be able to travel and possess a valid Washington State Driver’s License and automobile insurance.
• Must be able to complete accurate and timely reports.
• WSP/FBI background clearance required.

COMPENSATION

• Paid once a month on the last working day of the month.
• Receives an average monthly gross paycheck based on the number of days and hours assigned to the work calendar (Sept 01-Aug 31) and placement on the salary schedule.
• A full work calendar for this position is 220 days and 8 hours per day. Below is an example of a gross monthly paycheck for a full work year:
• $3,854 (step 1/year 1) – $4,338 (step 5/year 5)
• This amount may increase or decrease slightly based on hiring date and months remaining in the work calendar (Sept 01-Aug 31).

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

Work is performed primarily in an office environment; however, travel is required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
