Franklin County Emergency Management Department is recruiting for a full-time, Emergency Management Director. An employee in this class performs managerial, planning, and technical work directing the County’s Emergency Management Department and Fire Marshal Division. The employee plans and directs interagency planning efforts for emergency response to a variety of emergencies, such as response to hazardous materials incidents, weather emergency responses, and other disasters. The employee performs and directs emergency preparedness activities including review, revision, and exercise of disaster plans, processes, and Standard Operating Guidelines. The employee assist in the continuing development of the County’s Emergency Operations Plans, Annexes, and Appendices that involves considerable community coordination and promotion across agencies, school systems, hospital, and various County departments. During times of disasters, the employee assumes direct control of the response and recovery effort when declaration of a State of Emergency is made. Work involves budget preparation and administration, grant identification and writing, policy and standard operation procedure development and modification, staffing, training, and performance review for the Department. Work involves a broad scope of public contacts, a variety of technical and detailed knowledge, and considerable independent initiative and judgment. The employee is subject to hazards in the emergency management work including working in both inside and outside environmental conditions, hazardous fumes, dusts, odors, mists, and gases. Work is supervised by the County Manager and is evaluated through conferences, results of work, reports, and public feedback.
Duties and Responsibilities:
Serves as emergency management coordinator for the County; works with other County staff and with State, municipal, and volunteer agencies to develop plans for mitigation, response, and recovery of all types of man-made or natural disasters, including national security, nuclear plant, weather, hazardous materials spills, and others.
In declared State of Emergencies, assumes direct control of response and recovery efforts; staffs the emergency operations center along with representatives from other agencies.
Assist with the evaluation of plan effectiveness and recommends changes; submits written plans to the County Manager, State, and Federal agencies, as appropriate.
Responds to major emergency events and assist the Incident Commander with response, mitigation, and cleanup operations; may coordinate County personnel, staff, and volunteers for emergency operations, acting as liaison to various governmental and non-governmental agencies to ensure resources, supplies, emergency services, etc. are coordinated in efficient manner; assist with the coordination of a system of emergency shelters, including proper stockpiles of food, water, blankets, medical, and sanitation supplies, etc.
Assist in the maintenance of lists, files, directories, databases, etc., of available resources and personnel for assistance in emergency response, mitigation, and cleanup operations; assist with the development of long-range plans for expansion of emergency response, mitigation, and cleanup capabilities and services.
Ensures proper and timely communication of pertinent information to various government officials and agencies, utilities companies, hospitals, industry, schools, special needs facilities, and the general public of potential or imminent danger from inclement weather or other natural or man-made emergencies, as situations allow.
Participates in implementation of education programs to inform public of proper response to emergency situations and various services of County Emergency Management programs; develops and maintains a guide for resources during emergencies and disasters.
Performs emergency management planning, operations, and promotion; provides preparedness education to citizens and employees; serves as lead in EOC as needed.
Applies for grants to assist with Emergency Management program planning and response; submits reports to granting agencies.
Consults and advises businesses on compliance issues with the provisions of right-to-know regulations, and other hazardous materials legislation.
Develops and recommends continuation and capital improvement budgets for the Emergency Management Department including staff, vehicles, equipment, supplies, and training; monitors and manages budget.
Supervises the activities of the County Fire Marshal including the duties of working with volunteer Fire Departments to provide administrative assistance; assisting with obtaining training as needed
Provides oversight in the Fire Marshal Division of Fire Prevention programs with school systems and daycare centers; provides oversight in fire investigations; provides oversight of fire inspections and associated fire inspections billing and administrative support functions.
Attends conferences, training classes, meetings, and reads literature to remain current with new trends and development in the field.
Serves as member of various professional committees in County and region, attending and participating in meetings and other activities, as appropriate.
Ability to remain on call 24 hours a day for emergency situations.
Knowledge, Skills and Abilities
Extensive knowledge of public safety and emergency management related program regulations and guidelines.
Thorough knowledge of Federal, State, and Local policies, procedures, and regulations pertaining to the various emergency management services.
Thorough knowledge of resources available for emergency management assistance.
Considerable knowledge of modern emergency management planning, practices, and procedures, and skill in their implementation.
Ability to use sound judgment and determine best options and decisions for handling emergency matters.
Ability to maintain calm and work effectively under pressure, to coordinate and lead in times of disaster and crisis, and to implement emergency plans.
Ability to interpret, explain, and apply a wide variety of policies, procedures, and regulations.
Ability to prepare complex reports and make effective public presentations.
Ability to react quickly, effectively, and professionally in emergency situations and major disasters.
Ability to plan and organize work to meet deadlines and governmental requirements.
Ability to establish and maintain effective working relationships with law enforcement agencies, volunteer fire services, emergency medical response, County officials, hospitals, schools, and the general public.
Thorough knowledge of modern fire prevention and fire education practices and procedures.
Considerable knowledge of modern leadership, management and supervisory theories, principles and practices.
Working knowledge of EPA and OSHA regulations.
Working knowledge of the National Incident Management System.
Working knowledge of the National Response Plan.
Working knowledge of the Incident Command System.
Ability to communicate effectively in oral and written forms.
Ability to establish and maintain effective working relationships with department heads, supervisors, employees, various State agencies, community committees, task forces, and the general public.
Ability to compile data and records, and file reports as required for the County.
Ability to plan and coordinate projects and activities.
Desirable Education and Experience:
Graduation from a four-year college with a degree in emergency management, home-land security, public administration, or a related emergency service field, and five years of progressively responsible emergency management experience at the coordinator level or higher including some supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.
Special Requirement:
Possession of a valid North Carolina Driver’s License.
Preferred candidates will possess the Certified Emergency Manager (CEM) designation from the North Carolina Emergency Management Association or the International Association of Emergency Managers; or the ability to obtain within two years of employment.
Possession of North Carolina Hazardous Material Responder Level I; or ability to obtain within one year of hire.
Possession of appropriate NIMS and ICS 100, 200, 300, 400, 700, and 800 certifications; or ability to obtain within one year of hire.
In county residency preferred.
