JOB PURPOSE:
Communicates and provides guidance on human resource services such as benefits and employment needs, staffing & recruitment, employee relations support for Program, Leadership, and staff. Assists in the development of strategic employment practices based on program evaluations and assessments, and is responsible for implementation and administration of practices. Support the organizations human resources operations as the onsite HR specialist.
ESSENTIAL JOB RESPONSIBILITIES:
With a direct focus on the Pecos Operation, this role will support the coordination with Program Leadership on benefits enrollment, job descriptions, hiring requirements, clearance and compliance requirements, and employee relations will be a top priority. A strong focus on compliance with federal regulations related to employment with such programs focused on migrant support. Maintain regulations and processes provided by Migrant Services to partners and contractors.
Provides advice, guidance, and support to organizational departments. Works with department leadership regarding the creation of new positions and the evaluation of multiple positions in a job family. Anticipates department or program needs based on market, recruitment, legislative, and legal trends. Investigates, evaluates, and makes recommendations regarding HR issues. Proactively responds to department or program requests in a timely manner. Adheres to internal controls and reporting structure.
Provides guidance to Leadership regarding employee discipline issues. Interprets Human Resources policies and procedures, working with institutional leaders and management. Consults with leaders on appropriate disciplinary actions and conducts internal investigations regarding cases of retaliation, discrimination, fraud and abuse, and harassment. Responsible for reporting all HR and employee-related matters to HR Leadership and Program Leadership.
Must be able to maintain a high level of confidentiality, investigation integrity and record management responsibility. Must represent Endeavors Mission and Core Values in every interaction with clients, Leadership, staff, partners and contractor.
